如今,濟(jì)南再一次被推上前臺(tái),其中有著更為重大的意義。從百年中國(guó)看來,她是中國(guó)人百年來奮發(fā)圖強(qiáng)的結(jié)果,亦是新中國(guó)幾十年經(jīng)濟(jì)增長(zhǎng)方式、經(jīng)濟(jì)發(fā)展格局不斷變遷的結(jié)果。從珠三角到長(zhǎng)三角再到環(huán)渤海,濟(jì)南迎來了前所未有的發(fā)展機(jī)遇。
自上個(gè)世紀(jì)80年代中國(guó)實(shí)行改革開放政策以來,因外向型經(jīng)濟(jì)的迅速發(fā)展和中心城市擴(kuò)散作用的逐漸加強(qiáng),珠三角、長(zhǎng)三角兩大區(qū)域相繼成為推動(dòng)中國(guó)經(jīng)濟(jì)跨越式發(fā)展的“發(fā)動(dòng)機(jī)”。
珠江三角洲是中國(guó)全球化接軌最快的地區(qū)。包括廣州、深圳、珠海、佛山、中山等14個(gè)市縣,毗鄰港澳,靠近東南亞,港口和城鎮(zhèn)密布。珠江三角洲現(xiàn)在已經(jīng)發(fā)展到大珠三角。如今,前所未有的區(qū)域經(jīng)濟(jì)跨省合作正在粵港澳地區(qū)展開,粵港澳合作邁進(jìn)了一個(gè)嶄新的時(shí)代。
長(zhǎng)三角歷來是中國(guó)經(jīng)濟(jì)最發(fā)達(dá)的地區(qū)之一,以上海為龍頭的長(zhǎng)三角已成為中國(guó)重要的金融、制造、交通、物流及商業(yè)中心。長(zhǎng)三角現(xiàn)在已經(jīng)初步形成了一個(gè)區(qū)域內(nèi)進(jìn)行溝通和共同發(fā)展的機(jī)制,并且著手從交通、市場(chǎng)、信息、金融、人才等方面開展全面的合作,以提升區(qū)域整體國(guó)際競(jìng)爭(zhēng)力。
繼長(zhǎng)江三角洲經(jīng)濟(jì)圈和珠江三角洲經(jīng)濟(jì)圈后,環(huán)渤海經(jīng)濟(jì)圈獲得了越來越多的業(yè)內(nèi)人士的關(guān)注。
環(huán)渤海經(jīng)濟(jì)圈狹義上指中國(guó)遼東半島、山東半島、京津冀為主的環(huán)渤海經(jīng)濟(jì)帶,同時(shí)可輻射到山西、內(nèi)蒙古,占據(jù)中國(guó)國(guó)土的12%和人口的20%。有專家認(rèn)為,國(guó)內(nèi)沒有一個(gè)地區(qū)有環(huán)渤海經(jīng)濟(jì)圈這樣優(yōu)越的城市發(fā)展條件。無論是珠三角還是長(zhǎng)三角,在政策、資源、人才、技術(shù)等方面,在相當(dāng)長(zhǎng)的時(shí)期內(nèi)都無法與京津比肩。而由京津領(lǐng)銜的環(huán)渤海經(jīng)濟(jì)區(qū)成立于1986年,是中國(guó)最大的工業(yè)密集區(qū)。
環(huán)渤海經(jīng)濟(jì)圈概念熱起來,與整個(gè)國(guó)家的開放格局有關(guān)。中國(guó)的改革開放先是從4個(gè)經(jīng)濟(jì)特區(qū)起步,后來緊接著開放14個(gè)城市。按照當(dāng)時(shí)的思路,在中國(guó)未來開放的進(jìn)程中,將有3個(gè)主要的經(jīng)濟(jì)支撐區(qū)域:長(zhǎng)三角、珠三角和環(huán)渤海。環(huán)渤海將是中國(guó)北方的一個(gè)重要經(jīng)濟(jì)區(qū)域。
環(huán)渤海圈特殊的地緣優(yōu)勢(shì)為承接國(guó)內(nèi)經(jīng)濟(jì)增長(zhǎng)的重心北移提供了有利的環(huán)境和條件,而且具有承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的獨(dú)特優(yōu)勢(shì)。
環(huán)渤海經(jīng)濟(jì)圈位于東北亞經(jīng)濟(jì)圈的中心地帶,與亞洲的兩大發(fā)達(dá)國(guó)家韓日咫尺相望。因此,中、日、韓之間在環(huán)渤海區(qū)域的經(jīng)濟(jì)合作呈加速趨勢(shì)。
環(huán)渤海位于中國(guó)政治、經(jīng)濟(jì)、文化中心地帶,是中國(guó)海陸空交通樞紐地;銜接?xùn)|北老工業(yè)基地、華北和華中三大經(jīng)濟(jì)區(qū),擁有廣闊的市場(chǎng)腹地。
因此,環(huán)渤海經(jīng)濟(jì)圈是中國(guó)經(jīng)濟(jì)由東向西擴(kuò)散、由南向北梯次推移的過渡板塊,在中國(guó)促進(jìn)南北協(xié)調(diào)發(fā)展中占據(jù)著越來越重要的位置。
談到環(huán)渤海,我們就不能不談到山東,談到山東首府――濟(jì)南。
濟(jì)南以其在華東地區(qū)的獨(dú)特區(qū)位優(yōu)勢(shì)和在山東這個(gè)經(jīng)濟(jì)大省中的地位,理應(yīng)在即將崛起的環(huán)渤海經(jīng)濟(jì)區(qū)中找到對(duì)應(yīng)的位置。其實(shí)早在報(bào)國(guó)務(wù)院審批的《濟(jì)南市城市總體規(guī)劃(2005―2020)》中,關(guān)于濟(jì)南的城市定位,已從原來的“黃河中下游地區(qū)跨省際的中心城市”調(diào)整為“環(huán)渤海地區(qū)南翼和黃河中下游地區(qū)的中心城市”。
2007年出臺(tái)的《濟(jì)南都市圈規(guī)劃》,濟(jì)南都市圈則定位為環(huán)渤海經(jīng)濟(jì)發(fā)達(dá)地區(qū)聯(lián)結(jié)長(zhǎng)江三角洲地區(qū)、面向中原腹地的樞紐型都市圈。按照該《規(guī)劃》的要求,“文化型”、“環(huán)境友好型”、“樞紐型”、“基礎(chǔ)產(chǎn)業(yè)、先進(jìn)制造業(yè)和服務(wù)業(yè)中心”等這幾個(gè)關(guān)鍵詞是濟(jì)南都市圈的總體定位和發(fā)展目標(biāo)。
在今天,濟(jì)南擁抱的另一個(gè)千載難逢的機(jī)遇則是京滬高鐵西客站的建設(shè)。
不論在國(guó)家眼中,還是在普通百姓心中,京滬高速鐵路都是一條不能不修的鐵路。打開地圖我們就可以看到,京滬鐵路的兩端是中國(guó)最大的兩個(gè)經(jīng)濟(jì)區(qū)域――環(huán)渤海經(jīng)濟(jì)區(qū)和長(zhǎng)三角經(jīng)濟(jì)區(qū)。這種關(guān)系就像一個(gè)啞鈴,環(huán)渤海、長(zhǎng)三角是啞鈴的頭,京滬鐵路是中間的桿。長(zhǎng)三角是一個(gè)已經(jīng)發(fā)展成熟的經(jīng)濟(jì)區(qū),現(xiàn)在需要的是向外輻射其產(chǎn)業(yè)升級(jí);而環(huán)渤海是一個(gè)正在建設(shè)的新經(jīng)濟(jì)區(qū)域,正需要承接這種輻射。
而濟(jì)南,則是京滬高鐵沿途5個(gè)站點(diǎn)的重要一環(huán)。
目前,濟(jì)南的“西部新城”建設(shè)如火如荼。濟(jì)南正在借京滬高鐵濟(jì)南站的建成“西進(jìn)”,使城市的功能向西延伸,使這一區(qū)域發(fā)展成為濟(jì)南市的又一個(gè)經(jīng)濟(jì)和商業(yè)活躍區(qū),以此帶動(dòng)此處及周邊的城市建設(shè),刺激房地產(chǎn)業(yè)的發(fā)展。另外,京滬高鐵對(duì)濟(jì)南西部“大學(xué)城”的建設(shè)也將起到比較大的推動(dòng)作用,將為這里的師生及居民出行帶來很大的便利。高鐵濟(jì)南站的選定也將為省城西部房地產(chǎn)業(yè)的發(fā)展注入一針功效強(qiáng)烈的“興奮劑”。

This reminds us of the opening of ports over 100 years ago. Jinan was the first city in China to open itself as a port. The rumbling of trains and the foreigners in western-style clothes and leather shoes endowed ancient Jinan with unique scenery, which recalled the former Jinan. Jinan in ancient times attracted poets and literary men as well as merchants from all sides by its charm, for “springs and weeping willows in every family” and “a city embraced by picturesque mountains and enchanting lakes” as well as its advantaged geographical location as a transport fortress.
Now, Jinan is again pushed to the frontline, with even more significant meaning. In a century of the Chinese history, the progress of Jinan results from China’s century of hard work as well as the continuous change of economic growth mode and economic development pattern for several decades in New China. As attention moves from the Pearl River Delta to the Yangtze River Delta to the Bohai River Rim, Jinan meets with unprecedented development opportunities.
Since the opening policy of China in the 1980s, the Pearl River Delta and the Yangtze River Delta have become in succession the “engines” to promote the great-leap-forward development of the Chinese economy because of the rapid development of the export-oriented economy and the increasing spread powers of the central cities.
The Pearl River Delta is the fastest area going to globalization, covering 14 cities and counties including Guangdong, Shenzhen, Zhuhai, Foshan and Zhongshan; with neighbors in Hong Kong and Macao, and close to Southeast Asia, it is densely covered with ports and cities. The Pearl River Delta has now developed into the Big Pearl River Delta. Now, unprecedented trans-provincial cooperation of the regional economy has been developing in Hong Kong and Macao, and cooperation among Guangdong, Macao and Hong Kong has moved forward into a new era.
The Yangtze River Delta has always been one of the most developed districts for China’s economy, and now becomes the main financial, manufacturing, transport, logistics and commercial center of China by taking Shanghai as its leader. The Yangtze River Delta has now initially formed a mechanism for communication and common development among regions, and developed overall cooperation in the aspects of transport, market, information, finance and talents to promote the overall international competitiveness of the whole region.
After the economic circles of the Yangtze River Delta and the Pearl River Delta, the economic circle of the Bohai Rim has been attracting great attention from more and more industry insiders. When talking about the Bohai Rim, it is necessary for us to mention Shandong and its capital―Jinan.
