摘 要：基于福建省158家茶葉企業(yè)的調(diào)研數(shù)據(jù)，分析了福建省茶葉企業(yè)的風(fēng)險(xiǎn)特性和金融需求，結(jié)合當(dāng)前福建省主要金融機(jī)構(gòu)的業(yè)務(wù)流程和服務(wù)特點(diǎn)，針對現(xiàn)行資產(chǎn)評定與茶葉產(chǎn)品特性無法有效銜接、貸款權(quán)限相對集中與企業(yè)廣泛分布基層的矛盾以及金融產(chǎn)品創(chuàng)新與企業(yè)融資需求特點(diǎn)不相適應(yīng)的現(xiàn)實(shí)問題，該文從金融機(jī)構(gòu)、中介服務(wù)以及政府部門保障等3個(gè)層面提出意見建議，逐步破解茶企業(yè)規(guī)模小、風(fēng)險(xiǎn)高、抵押品少、擔(dān)保難的金融服務(wù)困境，構(gòu)建體系高效、信息完善、產(chǎn)品多元、服務(wù)專業(yè)的特色產(chǎn)業(yè)金融服務(wù)體系，以期為福建省茶葉企業(yè)金融服務(wù)體系的構(gòu)建與實(shí)現(xiàn)提供有益的參考。

　　Abstract：Based on the investigation data of 158 tea enterprises in fujian province， analyzes the characteristics of fujian tea enterprise risk，and financial requirements， combined with the current business process and service features of major financial institutions in Fujian Province， in view of the current assets evaluation and the tea product features cannot be effectively cohesion， loan relatively concentrated and the contradictions between widely distributed at the grass-roots level and financial product innovation and enterprise financing demand characteristic does not adapt the reality of the problem， financial institutions and intermediary services， and government security three aspects such as recommending opinions， gradually break the tea enterprises small in scale， high risk， less collateral， difficult to guarantee the financial services， build the system highly effective， the information， products， services， professional characteristic industry financial service system， so as to provide the beneficial reference for Fujian Province tea enterprise financial service system construction and implementation.

　　近年來，福建茶業(yè)進(jìn)入了發(fā)展新階段，正從茶業(yè)大省向茶業(yè)強(qiáng)省邁進(jìn)。據(jù)不完全統(tǒng)計(jì)，福建全省與從事茶葉生產(chǎn)有關(guān)的生產(chǎn)、加工、運(yùn)輸銷售、機(jī)械制造、生產(chǎn)資料供應(yīng)等行業(yè)的人員約占全省人口的1/10。2014年福建茶葉產(chǎn)量29.86萬t，約占全國總產(chǎn)量的18%，居全國第一位；茶園種植面積21.73萬hm2，居全國第五，毛茶產(chǎn)值110.58億元，居全國第二位。當(dāng)前，中國經(jīng)濟(jì)新常態(tài)的格式正在加速形成，國內(nèi)外金融環(huán)境復(fù)雜多變，茶葉企業(yè)經(jīng)營環(huán)境受多種因素影響。如何幫助福建省茶企業(yè)面對未來5年間產(chǎn)生的500～800億元的資金缺口，如何解決其融資難等問題[1]，這些都是福建省茶企業(yè)金融服務(wù)需構(gòu)建與發(fā)展中亟待解決的問題。
　　1 福建省茶葉企業(yè)發(fā)展概況
　　福建省茶企業(yè)眾多。據(jù)統(tǒng)計(jì)（福建省農(nóng)村社會(huì)經(jīng)濟(jì)年鑒、國家統(tǒng)計(jì)局福建省調(diào)查總隊(duì)、中國茶葉流通協(xié)會(huì)等），截至2014年底福建省擁有茶葉初、精制加工廠共7 000多家，精制茶加工類企業(yè)1 216家。福建省精制茶加工類企業(yè)分布如圖1。
　　在中國品牌建設(shè)促進(jìn)會(huì)、中央電視臺(tái)等舉辦的“2015年中國品牌價(jià)值評價(jià)信息發(fā)布會(huì)”上，由省質(zhì)監(jiān)局申報(bào)的安溪鐵觀音地理標(biāo)志產(chǎn)品以1401.38億元的區(qū)域品牌價(jià)值和910.0的品牌強(qiáng)度位居茶葉類區(qū)域品牌第一位。在所有區(qū)域品牌（地理標(biāo)志產(chǎn)品）排行榜中僅次于茅臺(tái)酒。此外，茶葉的連鎖經(jīng)營、加盟經(jīng)營已成為茶葉銷售的一種主要形式[2]。
