  摘要 當(dāng)前,煙葉生產(chǎn)的基礎(chǔ)設(shè)施已基本完善,專業(yè)化服務(wù)范圍逐步擴(kuò)大,現(xiàn)代煙草農(nóng)業(yè)的發(fā)展重點(diǎn)已由完善硬件設(shè)施向精益管理、精準(zhǔn)作業(yè)的軟件升級(jí)跨越。國(guó)家煙草專賣局、貴州省煙草專賣局亦相繼出臺(tái)了相關(guān)文件,要求建設(shè)精益管理體系、產(chǎn)生管理效益,全面實(shí)現(xiàn)精益管理或?qū)⒊蔀闊煵萆虡I(yè)未來發(fā)展的關(guān)鍵目標(biāo)之一。煙葉精益生產(chǎn)管理體系的建設(shè)目標(biāo),就是要將技術(shù)、信息、人力、物資等生產(chǎn)要素內(nèi)化為烤煙生產(chǎn)中的價(jià)值流,并嚴(yán)格控制價(jià)值流的投入成本與產(chǎn)出效益,創(chuàng)造管理利潤(rùn),提升企業(yè)核心競(jìng)爭(zhēng)力。煙葉精益生產(chǎn)管理作為現(xiàn)代煙草農(nóng)業(yè)建設(shè)的延伸和拓展,與標(biāo)準(zhǔn)化、GAP管理的關(guān)系密不可分,需要以開展專業(yè)化服務(wù)培訓(xùn)和生產(chǎn)機(jī)械升級(jí)為基礎(chǔ),以推行小組制管理、工位化作業(yè)為載體,以過程信息反饋、關(guān)鍵質(zhì)量監(jiān)控、末端效益評(píng)價(jià)為考核依據(jù)。

  Study on Tobacco Leave Lean Production Management System

  Abstract In recent years, tobacco lean production infrastructure is almost completed, and professional service scope expands accordingly. Hence, the developing emphasis has transformed from hardware facilities improvement to software updating of lean management and precise work. With related documents released by China Tobacco and Guizhou Tobacco, the achievement of comprehensive lean management probably become one of the key goals for the future development of the tobacco business. The construction goal of tobacco leaves lean production management system is to internalize technology, information, human resources, material and other production elements into value stream of flue-cured tobacco production, and strict control value stream of input costs and output benefits, and then create management profit, promote enterprise core competitiveness. The lean production management is both extension and expansion of modern tobacco agriculture, closely related to agricultural standardization and GAP management, which is based on professional service training and production machinery upgrading, with team management and station working as carriers, and information feedback, key quality monitoring and benefit evaluation as assessment references.

  精益生產(chǎn)(Lean Management),又稱Just In Time(JIT),其字面含義是“在恰當(dāng)?shù)臅r(shí)候,按需要的質(zhì)與量,生產(chǎn)恰當(dāng)?shù)漠a(chǎn)品”;站在商業(yè)管理的角度來說,就是以客戶的需求為導(dǎo)向,改善員工和物資的管理方法,降低生產(chǎn)投入成本,從而實(shí)現(xiàn)利潤(rùn)最大化。
  其最早出現(xiàn)在20世紀(jì)中葉,于日本豐田汽車公司內(nèi)推行,并在接下來的20年里運(yùn)用到供應(yīng)鏈和物流等領(lǐng)域,是一個(gè)采用環(huán)節(jié)精確控制、標(biāo)準(zhǔn)化和檢測(cè)反饋,對(duì)“人、機(jī)、料、法、環(huán)、信”等生產(chǎn)要素進(jìn)行有效規(guī)劃的工業(yè)生產(chǎn)管理模式[1]。
  進(jìn)入21世紀(jì),人力資源作為可持續(xù)發(fā)展的關(guān)鍵助推力,人的知識(shí)和技能所蘊(yùn)含的價(jià)值逐漸超越了金屬、煤、石油等不可再生資源,成為企業(yè)投入—產(chǎn)出價(jià)值流動(dòng)管理中的關(guān)鍵組成部分,進(jìn)而發(fā)展出現(xiàn)代“價(jià)值流”精益生產(chǎn)管理模式。精益生產(chǎn)管理模式也在農(nóng)業(yè)領(lǐng)域找到了立足點(diǎn),逐漸開枝散葉,形成“農(nóng)業(yè)生產(chǎn)風(fēng)險(xiǎn)管理”、“農(nóng)產(chǎn)品生產(chǎn)鏈管理”等諸多模式。
  2013年以來,煙草行業(yè)在已有現(xiàn)代煙草農(nóng)業(yè)的基礎(chǔ)上,探索出了通過建設(shè)煙葉精益生產(chǎn)管理體系,優(yōu)化烤煙生產(chǎn)流程,降低生產(chǎn)成本,增加經(jīng)營(yíng)利潤(rùn),保障農(nóng)田生態(tài),強(qiáng)化企業(yè)核心競(jìng)爭(zhēng)力的目標(biāo)。
