美國的“奧巴馬笑話”

2014年11月4日的美國中期選舉中，共和黨拿下參眾兩院，奧巴馬成“跛腳鴨”總統(tǒng)�！磅四_鴨”如今已是習(xí)慣用語，很少有人還會因為它原來的揶揄和嘲諷而覺得好笑。然而，開始的時候，“跛腳鴨”是個玩笑的說法，出自18世紀(jì)的倫敦證券交易所，指那些拖欠債務(wù)的經(jīng)紀(jì)。根據(jù)字面解釋。鴨子走起路來本來就一搖三擺，再加上跛腳，更是一付東倒西歪、步履維艱的可笑神態(tài)。

政治上，跛腳鴨指一個因任期快滿而失去影響力的政治人物。民主黨失去國會兩院的大多數(shù)，使得民主黨籍總統(tǒng)奧巴馬更難贏得國會的支持而有所作為，但這只是“跛腳鴨”的一個方面。另一個方面是，由于跛腳鴨無需再爭取下屆連任，他對選民的責(zé)任心會減弱，以至不計后果地繞開權(quán)力制衡機(jī)制，作出不受歡迎的政策決定。這就會越加脫離選民，成為我行我素的討厭人物。在選民拿政治家沒辦法，不能充分發(fā)揮監(jiān)督作用的時候，很少有政客不是跛腳的。

在不少美國人（當(dāng)然不是所有美國人）眼里，奧巴馬早就是后面這個意義上的跛腳鴨了，因此也成為許多政治笑話的靶子。笑話有的是套用蘇聯(lián)或納粹德國的老政治笑話，有的是新編的。

例如：奧巴馬對美國人民說，“我有兩個消息要宣布，一個是好消息，一個是壞消息。好消息是創(chuàng)造了許多工作機(jī)會，壞消息是這些工作全在中國�！边@個笑話套用了蘇聯(lián)勃烈日涅夫時期的老政治笑話：勃烈日涅夫?qū)μK聯(lián)人作廣播講話，“同志們！我

有兩個重要消息要宣布——一個是好消息，一個是壞消息。壞消息是今后七年我們只能吃屎，好消息是大量供應(yīng)�！�

又例如：奧巴馬總統(tǒng)、第一夫人米歇爾和副總統(tǒng)拜登一起坐飛機(jī)。奧巴馬笑著對米歇爾說，“你瞧，我可以朝窗外扔一張百元大鈔，讓某個人幸福一下�！泵仔獱栒f，“我可以扔十張百元大鈔，讓十個人非常幸福�！卑莸钦f，“我可以扔一百張百元大鈔，讓一百個人非常幸福�！遍_飛機(jī)的機(jī)長笑了，他對副駕駛說，“后面坐著都是大家伙。媽的，我把他們統(tǒng)統(tǒng)扔出去，讓一百萬人非常、非常幸福�！边@個笑話套用了納粹德國的政治笑話，原來笑話里的人物是希特勒、戈林和戈培爾，笑話的結(jié)尾“笑點”（punchline）是“讓所有的人都非常幸福”。

但是，更有趣的奧巴馬笑話是美國人自己新編的。例如，有一個挖苦奧巴馬一無所長、無所作為的笑話：奧巴馬走進(jìn)大通銀行(ChaseBank)對出納員說，“早上好，你能給我兌現(xiàn)這張支票嗎？”出納員說：“很愿意為您服務(wù)，能不能讓我看一下您的身份證？”奧巴馬說，“對不起，自從我當(dāng)上總統(tǒng)后，就覺得不再需要隨身帶身份證了！”出納員說：“是的，先生，我知道您是誰，但是，按照政府規(guī)定，還是需要看身份證的。不過，讓我們看看有什么變通的辦法。前幾天，老虎伍茲也是來取錢沒帶身份證。為了證明他是誰，他揮起球桿，把球直接打進(jìn)了侯客廳那一頭的杯子里。這一桿就是證明，所以我們?yōu)樗麅冬F(xiàn)了支票。您說說，有什么事情是您能做到，而別人做不到的呢？”奧巴馬站在那里，

想了半天，說，“老實說，還真是一件也沒有�！�

關(guān)于奧巴馬的笑話當(dāng)然大多是不喜歡他，不支持他的人說的，有的涉及有爭議的公共事務(wù)，有的則純粹是捕風(fēng)捉影的無稽之談。例如有這樣一則笑話：問：“奧巴馬所說的?非法外國人?指誰？”答：“沒有身份證件的民主黨人�！币馑际�，奧巴馬的非法移民政策太寬松，為了討好能從這一政策得益的民主黨支持者們。美國的移民政策是共和、民主兩黨的一個分歧點，是可以在國會和媒體上公開辯論的，因此，這個笑話并沒有惡意，也不是專門攻擊奧巴馬本人的。

但是，有的笑話卻是明顯的個人攻擊，或者純粹是圖口頭痛快和說笑之樂。例如：有新聞報道說，奧巴馬總統(tǒng)離開白宮時，不當(dāng)心沒帶鑰匙。記者問他當(dāng)時有什么想法。奧巴馬說，“我想，糟了，他們一定找到我的出生證了。”反對奧巴馬的人士有的一直咬定，他不是出生在美國，沒有資格當(dāng)總統(tǒng)，這個笑話附和的就是這種說法。這種笑話品味不佳，雖然是不實之詞，但也不會當(dāng)政治謠言來追究。

在美國，關(guān)于總統(tǒng)的笑話是整個民主制度政治幽默的一部分，并不具有特殊的政治敏感性。總統(tǒng)經(jīng)常成為廣播、電視脫口秀或幽默說唱表演（相當(dāng)于中國的相聲）的笑料，并不是因為人們特別討厭總統(tǒng)，而是因為總統(tǒng)的一言一行是所有政治人物中最受民眾關(guān)注和熟悉的，所有很容易成為現(xiàn)成的話題和談資。許多脫口秀“名嘴”都會用時事新聞來制造關(guān)于總統(tǒng)的笑話。
