新年好! 首先我代表計財處的所有有員工向大家對財務(wù)工作的的支持表示真誠的感謝。說說實(shí)在的,盡管我對財務(wù)處處的工作要求很嚴(yán),財務(wù)處處的員工也在盡心悉力的工工作,但由于學(xué)校目前處于于建設(shè)期,資金壓力很大,,所以,在許多方面沒有給給大家解決好,我很抱歉。。到財務(wù)處三年了,我一直直在努力工作著,希望通過過自己的努力能使學(xué)校的狀狀況有所改變,希望能對學(xué)學(xué)校一些資金流失進(jìn)行封堵堵,希望能為領(lǐng)導(dǎo)們的決策策提供更為科學(xué)的依據(jù),希希望能為學(xué)校減少各種損失失,希望能為學(xué)校爭取更多多的資金。
我因?yàn)橐恍┬滦陆處煵荒軋箐N相關(guān)費(fèi)用而而內(nèi)疚、自責(zé),因
為工程隊(duì)隊(duì)的“保護(hù)”而失眠過,因因?yàn)轭I(lǐng)導(dǎo)的批評而哭過,因因?yàn)樨攧?wù)處的一些違規(guī)而失失態(tài)過,我努力了,我曾經(jīng)經(jīng)因?yàn)槿f元,一周往財財政廳跑四趟,一個人開著著車,很辛苦,找財政廳的的各個領(lǐng)導(dǎo),不厭其煩,我我找發(fā)改委的副主任,找外外資處的處長,笑對冷面,,但由于有著理想,抱著想想把學(xué)校弄好的目的,充滿滿著責(zé)任感和榮譽(yù)感,所以以,無怨無悔,這幾年省市市兩級政府支持的和銀行貸貸款幾千萬,沒有王建功書書記的多次艱苦的和省市政政府的溝通工作,沒有寧連連旺和我的車輪般的求助與與努力,幾竟無果。確實(shí),,我的工作存在許多欠缺,,我的工作方式也受到了一一些同志的批評,而努力的的結(jié)果是不差強(qiáng)人意,在此此,我再次向大家表示真誠誠的歉意。
總體講來,在在院黨委、各位領(lǐng)導(dǎo)及各部部門的支持下,20XX年年,我主要進(jìn)行了以下幾項(xiàng)項(xiàng)工作:
1、從內(nèi)部講,,建立健全了財務(wù)管理制度度,加強(qiáng)了職工素質(zhì)教育,,提高了工作績效。比如,,針對原來會計核算存在的的大量的類似白條的收據(jù)的的付款,造成的年終結(jié)余過過多,我們嚴(yán)格按財務(wù)制度度要求,以發(fā)票作為付款憑憑據(jù);對于應(yīng)付學(xué)生獎學(xué)金金、應(yīng)繳財政專戶款、財政政專戶款、教材款的核算問問題,我們進(jìn)行了專題討論論,使財務(wù)數(shù)據(jù)得精細(xì)化、、實(shí)用化,滿足了學(xué)校領(lǐng)導(dǎo)導(dǎo)決策的需要。
2、積極極進(jìn)行了籌資工作,除年初初從陽泉市商業(yè)銀
行貸貸款 20XX 萬外,爭取市市政府支持土地資金 14550 萬,工程建設(shè)資金 15500 萬,另外,從省財政政爭取資金 600 余萬元,,這些工作緩和了學(xué)校的內(nèi)內(nèi)外矛盾,給學(xué)校的各項(xiàng)工工作提供了支持。直至 122 月份,我們兩周往財政廳廳跑了四趟,要回了三百萬萬。
當(dāng)然,需要給大家說說明的是,北歐貸款項(xiàng)目歷歷經(jīng)二年多,由于受金融危危機(jī)及國家宏觀政策的影響響,20XX 年北歐銀行停停止了貸款業(yè)務(wù),但 20XXX 年初,北歐銀行又恢復(fù)復(fù)了此項(xiàng)業(yè)務(wù),所以,財務(wù)務(wù)處的積極努力,加之,我我們的財務(wù)狀況及發(fā)展情況況,使得教育廳和財政廳、、發(fā)改委對我們的工作也很很支持,所以,在朋友、同同學(xué)的幫助下,國家財政部部、國家發(fā)改委也迅速批復(fù)復(fù)同意我們貸款,這筆資金金對于我們學(xué)校的債務(wù)重組組,加快工程建設(shè),使已經(jīng)經(jīng)開工的工程的盡快完工并并投入使用,非常重要,但但年利率%的貸款所以不能能進(jìn)行,是因?yàn)槲覀儍?nèi)部的的原因。對此,我作解釋并并表示遺憾,作為計財處處處長,我的工作只能作到這這個程度。請大家諒解! 3、根據(jù) 20XX 年財務(wù)務(wù)預(yù)算的原則,即保證吃飯飯、適度發(fā)展、兼顧應(yīng)急。。財務(wù)處堅決堅持先內(nèi)后外外的資金使用原則,盡可能能滿足學(xué)校正常運(yùn)轉(zhuǎn)的需要要,到目前止,全部按時發(fā)發(fā)放了 20XX 年的職工工工資,保證了大家的吃飯錢錢,糊口錢;足額交繳了職職工醫(yī)療保險,保證了退休休職
工和在職職工的正常醫(yī)醫(yī)療;足額交繳了住房公積積金,使我們的職工購房貸貸款,不再受公積金中心的的責(zé)難,報銷了 20XX 年年所有的職工進(jìn)修學(xué)費(fèi),支支持了教師的培訓(xùn)工作。
如果大家和前些年進(jìn)行比較較的話,我想,應(yīng)該認(rèn)可財財務(wù)處在學(xué)校領(lǐng)導(dǎo)的支持下下工作還是積極的,有一點(diǎn)點(diǎn)成績的。不能說以黨性來來要求自己工作的,起碼是是對得住良心的。計財處還還是以大家的利益為重的,,因?yàn)槲覀冊瓉淼尼t(yī)療保險險和住房公積金是欠得很多多的,我們采取了當(dāng)月付清清并補(bǔ)交一月的方式用了一一年多才還清了這筆錢,如如果心中沒有大家,也不會會頂著各種壓力,這么花這這么多心思去做的。
4、、我們加強(qiáng)了和銀行的聯(lián)系系,和中國農(nóng)業(yè)銀行泉中支支行簽訂了校銀合作協(xié)議,,采用了電子銀行、批量代代發(fā)代扣的較為先進(jìn)的學(xué)費(fèi)費(fèi)繳納和獎學(xué)金發(fā)放方式,,這項(xiàng)工作在宋紅校長的大大力支持下,在招就處、學(xué)學(xué)生資助中心的真誠配合下下效果非常好,得到了教育育廳的領(lǐng)導(dǎo)的贊賞。也有助助于學(xué)校走向社會,提高學(xué)學(xué)校聲譽(yù)。
5、在申本工工作上、在防范甲流上,計計財處識大體,知輕重,主主動給領(lǐng)導(dǎo)提建議,積極安安排資金。保障了這些工作作的進(jìn)行,保證了我校的發(fā)發(fā)展與安全。
6、通過艱艱苦的協(xié)商,理清和規(guī)整治治了大量的學(xué)校債務(wù)。
比如如,對于以前對于學(xué)校不公公平的合同,我進(jìn)行了修正正,對于以前的合同糾紛,,我和律師們據(jù)理力爭,減減少了大量的學(xué)校的損失,,比如,天成公司的圖書館館項(xiàng)目,要求學(xué)校支付違約約金 290 萬元,我們通過過艱苦工作,降低到 40 萬萬元,比如后勤代表學(xué)校向向林州的一家公司買的桌椅椅,人家上訴,我們讓人家家撤訴,并讓人家支付了訴訴訟費(fèi),比如上海的電梯款款,也是人家勝訴,并且法法院執(zhí)行廳執(zhí)行,我們也是是通過努力工作,讓人家出出了訴訟費(fèi)。
總體講來,,20XX 年是各項(xiàng)工作進(jìn)進(jìn)展較快的一年,各項(xiàng)制度度基本健全,內(nèi)部管理趨于于完善,外部環(huán)境 有所改改善,對外合作頗具成績。。
當(dāng)然,我認(rèn)為落實(shí)比承承諾更重要,作為比道歉更更誠懇。我們知道大家不會會因?yàn)槌兄Z而歡喜,大家需需要的是落實(shí)后的實(shí)實(shí)在在在給予廣大老師們的實(shí)惠,,大家也不會因?yàn)榈狼付懈袆,大家需要的是積極的的作為給事業(yè)帶來的進(jìn)步,,整個工作環(huán)境、待遇和生生活環(huán)境的提高。所以,計計財處要如實(shí)向大家匯聚報報,不能講謊言,因?yàn),謊謊言可以蒙蔽一時,但終將將像地上的污垢,在陽光下下積雪消融,丑惡面目將暴暴露無遺。
而 20XX 年年將是學(xué)校更為況困苦的一一年,而 20XX 年單銀行行還貸款就達(dá) 3400 萬元元,而我們所有預(yù)算外收入入才
3100 萬元,在新的的一年中,如果我們所有的的教師不能認(rèn)識到學(xué)校的極極為嚴(yán)重的債務(wù)危機(jī),而積積極推動學(xué)校民主決策的建建設(shè),所有的領(lǐng)導(dǎo)不能身體體力行,有所作為,所有的的部門不能團(tuán)結(jié)一致,共同同奮斗,如果我們沒有很好好全局觀念,系統(tǒng)考慮學(xué)校校的債務(wù)與發(fā)展問題,不進(jìn)進(jìn)行積極的債務(wù)優(yōu)化措施,,我們的未來將不可言喻。。
所以,讓我們團(tuán)結(jié)起來來,為保障自己的生存權(quán)、、提高自己的生活水準(zhǔn),維維護(hù)學(xué)校的正常運(yùn)轉(zhuǎn),同舟舟共濟(jì),杜絕不理性、不合合法、不公正的行為,為保保證學(xué)校的可持續(xù)發(fā)展而努努力吧。
高校財務(wù)處長述述職報告(二) 20XXX 年度,本人現(xiàn)任崗位上,,認(rèn)真履行崗位職責(zé),勤勉勉工作,堅持財務(wù)制度與原原則,維護(hù)學(xué)校利益,廉潔潔自律。20XX 年度部門門分管的主要工作有三個方方面、一是全校的財務(wù)管理理工作;二是學(xué)校的招投標(biāo)標(biāo)工作;三是學(xué)校資產(chǎn)經(jīng)營營公司財務(wù)管理工作。現(xiàn)就就三塊業(yè)務(wù)全年開展的主要要工作總結(jié)如下、 一、全全校的財務(wù)管理工作開展、、 第一、加強(qiáng)預(yù)算管理,,強(qiáng)調(diào)預(yù)算執(zhí)行與分析。從從預(yù)算編制開始時的全校動動員布置、數(shù)據(jù)匯總、審核核、下達(dá)執(zhí)行到年中預(yù)算執(zhí)執(zhí)行的進(jìn)度控制、經(jīng)費(fèi)查詢詢,預(yù)算的管理更精細(xì)化。。
第二、多渠道籌集資金金,增強(qiáng)學(xué)校核心競爭力。。積極與上級部門溝通,配配合校內(nèi)部門申報 085 項(xiàng)項(xiàng)目,為學(xué)校多渠道籌集資資金,爭取更多的辦學(xué)經(jīng)費(fèi)費(fèi)。全年央財項(xiàng)目資金 9000 萬,化債資金 109000 萬,內(nèi)涵建設(shè)資金 64400 多萬。
第三、提升升部門業(yè)務(wù)水平,推進(jìn)學(xué)校校財務(wù)制度建設(shè)與管理規(guī)范范。為提升部門服務(wù)水平,,便捷校內(nèi)財務(wù)事項(xiàng)的溝通通,校內(nèi)建立了財務(wù)聯(lián)絡(luò)人人制度,召集聯(lián)絡(luò)人會議;;加強(qiáng)學(xué)校財務(wù)管理制度建建設(shè),全年制定或修訂財務(wù)務(wù)管理制度文件 4 個;配合合上級部門派來的各類審計計檢查,全年接受上級檢查查 4 次;按上級要求時間節(jié)節(jié)點(diǎn)推進(jìn)財政局國庫單一賬賬戶改革,并且適應(yīng)上級要要求完成全校物業(yè)管理招投投標(biāo)工作,并在規(guī)定時間辦辦理完“政府采購”手續(xù),,物業(yè)費(fèi)的支付方式,由““財政直撥”改為“政府采采購”。
第四、注重綜合合管理,在市教委組織的市市屬高校財務(wù)績效評價中取取得不錯成績 第五、重視視員工的業(yè)務(wù)學(xué)習(xí)和能力培培養(yǎng),重視團(tuán)隊(duì)建設(shè)。積極極參加“教委財務(wù)之聲”歌歌會比賽,取得好成績。
二、全校招投標(biāo)工作開展 第一、建章立制,規(guī)范運(yùn)運(yùn)作,建立監(jiān)督機(jī)制并逐步步完善。制定了《上海對外外貿(mào)易學(xué)院招投標(biāo)管理辦法法》和《上海對外貿(mào)易學(xué)院院評標(biāo)專家和專家?guī)旃芾磙k辦法》。
第二、全面推進(jìn)進(jìn)招投標(biāo)工作。全年共完成成招投標(biāo)項(xiàng)目 55
個,比采采購預(yù)算節(jié)約資金萬元。
第三、加強(qiáng)基礎(chǔ)工作管理理,規(guī)范招投標(biāo)行為。建設(shè)設(shè)招投標(biāo)網(wǎng)站,對外面向社社會發(fā)布招標(biāo)公告、中標(biāo)公公示等工作信息,招投標(biāo)網(wǎng)網(wǎng)在學(xué)校第八屆校園網(wǎng)優(yōu)秀秀欄目評比活動中榮獲優(yōu)秀秀獎。

二、工作方面 財務(wù)工作是學(xué)校一項(xiàng)基礎(chǔ)礎(chǔ)性,全面性的工作,學(xué)校校的教學(xué),科研,行政,后后勤,建設(shè)等各項(xiàng)工作,都都離不開財力的支持和保障障,特別是當(dāng)前我校為迎接接教育部本科教學(xué)水平評估估,學(xué)校內(nèi)涵外延同時發(fā)展展,面臨著辦學(xué)經(jīng)費(fèi)不足等等許多現(xiàn)實(shí)問題,要保證學(xué)學(xué)校持續(xù)健康發(fā)展,做好財財務(wù)工作深感責(zé)任重大。主主要做了以下工作:
