　XX 年度市政務(wù)服務(wù)中心領(lǐng)導(dǎo)班子述責(zé)述廉報告 一、班子履行主體責(zé)任情況 統(tǒng)籌謀劃部署 1.中心班子定期召開辦公會專題研究落實上級黨委、紀委工作部署要求的工作，全年專題分析研究黨風(fēng)廉政建設(shè)和反腐敗工作 5 次。

　2.中心每半年向分管市領(lǐng)導(dǎo)和市紀委報告黨風(fēng)廉政建設(shè)責(zé)任制和反腐倡廉進展情況。

　3.班子成員對《彭州市人民政府政務(wù)服務(wù)中心 XX 年黨風(fēng)廉政建設(shè)和反腐敗工作任務(wù)分工》進行了專題研究，明確了黨風(fēng)廉政建設(shè)和反腐敗工作的具體工作任務(wù)、完成時間、責(zé)任領(lǐng)導(dǎo)及責(zé)任科室。

　健全工作機制 1.建立領(lǐng)導(dǎo)小組。中心成立了由中心主任綦湘容為組長，副主任周巖、機關(guān)黨委書記張媛媛、紀檢組長劉虹為副組長，中心各科室負責(zé)人為成員的黨風(fēng)廉政建設(shè)責(zé)任制領(lǐng)導(dǎo)小組，建立了‚主要領(lǐng)導(dǎo)親自抓，分管領(lǐng)導(dǎo)具體抓，職能科室抓落實?的工作機制。

　2.完善責(zé)任整改機制。針對省、成都市巡視巡察、黨風(fēng)廉政

　社會評價、行風(fēng)政風(fēng)滿意度調(diào)查、監(jiān)督檢查、信訪舉報等反映、反饋的問題，中心辦公會進行集中專題研究討論，落實責(zé)任領(lǐng)導(dǎo)和責(zé)任科室，抓好整改和防范工作。

　3.建立健全并嚴格執(zhí)行黨風(fēng)廉政建設(shè)責(zé)任考核檢查機制，把黨風(fēng)廉政建設(shè)責(zé)任制情況納入對班子成員和科室評優(yōu)評先的重要內(nèi)容。

　銳意創(chuàng)新，扎緊制度‚籠子? 1.深化政務(wù)服務(wù)‚一窗一章?改革。為創(chuàng)新審批方式，改變以往分項目、單職責(zé)窗口的工作內(nèi)容，實現(xiàn)審批部門所有審批事項在市政務(wù)大廳設(shè)立的一個窗口接件、受理、取件，市政府授權(quán)的一個公章辦理審批，審批程序由‚服務(wù)對象逐個找部門?改革為‚服務(wù)對象只找市政務(wù)服務(wù)中心?，部門之間的流轉(zhuǎn)不再對服務(wù)對象而是變?yōu)椴块T之間的‚內(nèi)循環(huán)?，實現(xiàn)了‚接辦分離、全程代辦?服務(wù)模式，審批人員不與辦事群眾與企業(yè)見面，有效地杜絕了審批人員‚吃拿卡要?現(xiàn)象發(fā)生，更加規(guī)范了審批權(quán)力運行，更加保護了審批人員。

　2.深化行政事業(yè)性收費機制改革，實施了‚一站式?收費擴容升級。XX 年，我市在全省率先研發(fā)了‚一站式?收費軟件系統(tǒng)，包括 5 個部門的 8 項行政事業(yè)性收費實現(xiàn)了‚一站式?收取。今年，該系統(tǒng)進一步擴容升級，對包括企業(yè)退休人員社會化服務(wù)啟動費等涉及 6 個部門的 16 項收費進行‚一站式?統(tǒng)一收取，確保收費更加規(guī)范、公開、便民、快捷。

　二、班子成員履行主體責(zé)任情況 班子成員遵紀守法情況 中心班子成員堅決貫徹黨的路線方針政策，分專題學(xué)習(xí)貫徹《黨章》、黨的十八大精神和十八屆三中全會精神，帶頭遵守各項法律法規(guī)和黨的紀律，全年無違紀違規(guī)行為發(fā)生。

　班子成員履行‚一崗雙責(zé)?情況 中心班子成員認真執(zhí)行黨風(fēng)廉政建設(shè)責(zé)任制，自覺落實‚一崗雙責(zé)?要求，帶頭嚴守紀律、帶頭轉(zhuǎn)變作風(fēng)、帶頭廉潔從政，以實際行動在黨員干部中樹旗幟、立標桿，擔負起黨風(fēng)廉政建設(shè)主體責(zé)任。

　班子成員廉潔自律情況 中心班子成員主動報告了遵守廉潔自律規(guī)定情況、個人有關(guān)事項，班子成員及相關(guān)科室負責(zé)人做到了會員卡‚零持有、零報告?，并對新任的 8 名中層干部進行了集體廉政談話。

　班子成員加強作風(fēng)建設(shè)情況 中心班子成員始終堅持不斷加強黨的建設(shè)和思想政治建設(shè)，以優(yōu)良黨風(fēng)促政風(fēng)，始終堅守道德底線，嚴守生命線，不碰高壓線。從堅持和貫徹民主集中制原則抓起，完善決策機制，堅持‚三重一大?事宜由中心辦公會集體研究決定，推進了決策民主化科學(xué)化，增強了班子集體合力，充分發(fā)揮了班子整體功能和總攬全局、協(xié)調(diào)各方的核心作用。

　三、強化宣傳教育情況

　開展黨風(fēng)黨紀教育和警示教育 中心切實抓好紀律教育、形勢教育、警示教育、正面典型教育，共組織了 5 次典型引導(dǎo)教育，觀看了大型歌舞詩劇《公仆蘭輝》、專題片《焦裕祿》、《生死牛玉儒》、《楊善洲》、《用生命書寫忠誠》等，組織了 3 次反腐倡廉警示教育大會，集中觀看了《悔恨》、《陽光下的黑幕》、《糧倉碩鼠》等警示教育片，集體學(xué)習(xí)了《作風(fēng)建設(shè)在路上》等警示教育讀本并撰寫了心得體會。

　推進反腐倡廉輿論宣傳 中心主動加強與新聞媒體的交流與合作，依托《四川日報》、《成都日報》等報刊，刊發(fā)了題目為‚創(chuàng)新‘一窗一章’推行全程代辦彭州政務(wù)服務(wù)再提速?以及‚一個窗口一枚章群眾動嘴我跑腿?的報道，宣傳政務(wù)服務(wù)行政審批制度改革中提出的‚一窗一章?工作，從源頭上避免了‚體外循序?，杜絕了審批人員‚吃、拿、卡、要?的現(xiàn)象，努力營造全社會關(guān)心廉政建設(shè)、積極支持參與反腐敗工作的社會氛圍，大力推進中心紀檢監(jiān)察工作開展。

　營造崇廉尚潔的廉政氛圍 深入推進政務(wù)大廳廉政文化建設(shè)，充分利用廉政文化展板、廉政文化墻、中心網(wǎng)站、LED 顯示屏等各種形式和載體，倡導(dǎo)廉政文化進窗口，在會議室、政務(wù)大廳等場所展示廉政文化圖片、警語、格言，積極組織機關(guān)黨員干部讀廉政書籍、

　看廉政影視、撰寫廉政文章等活動，營造良好的廉政文化氛圍。

　四、深化作風(fēng)建設(shè) 落實八項規(guī)定、深化正風(fēng)肅紀情況 嚴格落實‚八項規(guī)定?，開展正風(fēng)肅紀專項整治。進一步強化中心公務(wù)接待規(guī)定、公務(wù)用車管理、辦公用房清理等工作，截至 11 月，中心‚三公?經(jīng)費支出較去年同期下降%；會議減少 80%，經(jīng)費減少%；接待費減少%；車輛運行維護費減少%；以中心名義發(fā)文減少 25 個，減少 30%，確保‚八項規(guī)定?更加深入地得到貫徹落實。

　開展群教活動情況 黨的第二批群眾路線教育實踐活動開展以來，中心高度重視、精心組織，認真做好啟動部署和學(xué)習(xí)教育、聽取意見環(huán)節(jié)工作，堅持邊學(xué)邊查邊改，認真抓好整改落實，建立了長效機制。

　1.‚學(xué)習(xí)教育，聽取意見?環(huán)節(jié)。中心編制了《市政務(wù)服務(wù)中心教育實踐活動學(xué)習(xí)教育計劃表》，編印了《黨的群眾路線教育實踐活動學(xué)習(xí)資料匯編至》。共組織中心組學(xué)習(xí)會 9次、集體學(xué)習(xí)會 4 次，原原本本學(xué)習(xí)了規(guī)定動作有關(guān)內(nèi)容；組織了‚群眾路線怎么走?、‚改進作風(fēng)怎么辦?等六個專題討論；開展了 8 次典型引導(dǎo)教育、2 次反腐倡廉警示教育大會、9 次幫扶實踐教育活動；中心班子以普通黨員的身份參

　加支部學(xué)習(xí) 2 次，黨員領(lǐng)導(dǎo)干部每人撰寫了 1 篇心得體會和1 篇調(diào)研文章；共發(fā)放征求意見表 1250 份，建立了‚四本臺賬?，共建賬 37 項，銷賬 18 項。

　2.‚查擺問題、開展批評?環(huán)節(jié)。中心班子及成員親自動手撰寫個人對照檢查材料，做到見人見事見思想，真正把‚四風(fēng)?方面存在的突出問題找準。個人對照檢查材料，多的修改達 19 稿，少的修改達 12 稿；專題民主生活會上，敢于批評與自我批評，堅持相互批評不繞彎子，自我批評不護短，既找問題，又擺表現(xiàn)；班子成員互提批評意見 6 條，對中心主要負責(zé)同志提出 9 條批評意見。

　3.‚整改落實，建章立制?環(huán)節(jié)。在整改落實方面，中心通過認真研究上級點、群眾提、自己找的問題，結(jié)合自身實際，制定了‚兩方案一計劃一清單?，中心班子的整改承諾在市委統(tǒng)一安排下，在彭州電視臺、《今日彭州》等市級媒體平臺向群眾作出了公開整改，主動接受監(jiān)督；在建章立制方面，中心擬廢除制度 3 項，擬修訂完善 4 項，新建制度 3 項，認真落實好制度共 4 項。

　建立長效機制情況 一是出臺了《彭州市人民政府政務(wù)服務(wù)中心行政審批廉政談心制度》，通過中心紀檢組與窗口首席代表及部分工作人員廉政談心，了解窗口在廉潔自律方面的情況；二是與市紀委監(jiān)察局聯(lián)合印發(fā)了《入駐政務(wù)大廳窗口單位紀檢組長抽查審

　批件的工作方案》，通過各入駐單位紀檢組對各窗口的監(jiān)督，保障了政務(wù)大廳廉潔高效運轉(zhuǎn)，防止在行政審批過程中的腐敗行為發(fā)生；三是完善了受理群眾投訴各項制度，明確了投訴事項的工作程序、受理和反饋時限，實現(xiàn)了受理投訴工作的制度化和規(guī)范化；四是完善了《窗口工作人員考勤管理辦法》等制度，嚴格執(zhí)行外出公示及相關(guān)管理制度，制定了中心編制外人員考勤表和窗口工作人員日常督查記錄簿，對違反制度人員嚴格按照制度扣除相應(yīng)績效，保障‚兩服務(wù)兩滿意?落到實處。

　五、選好用好干部 加強干部教育培養(yǎng)情況 中心對全體干部職工提出了‚三項能力提升?的要求，即‚提升政策能力、做熟悉法律法規(guī)政策的高手，提升業(yè)務(wù)能力、做熟練掌握業(yè)務(wù)的能手，提升協(xié)調(diào)能力、做服務(wù)窗口的行家里手?。中心班子始終認為，加強干部教育培訓(xùn)工作是建設(shè)高素質(zhì)干部隊伍的重要手段，在工作中把干部教育培訓(xùn)工作列入重要的議事日程，創(chuàng)新干部教育方式，保障干部教育培訓(xùn)經(jīng)費，全年共組織干部職工參加各級培訓(xùn) 20 余人次，同時邀請成都市、彭州市專家到中心授課，參加教育干部職工200 余人次。

　健全完善相關(guān)配套制度，規(guī)范行使選人用人權(quán)情況 XX 年，中心按照市委的總體要求，嚴格執(zhí)行彭州市委組織部

　《關(guān)于進一步明確機關(guān)中層干部選拔任用有關(guān)問題的意見》等規(guī)定，共選拔任用中層干部 7 人，按照民主推薦、民主測評、組織考察、征求黨風(fēng)廉政建設(shè)意見、集體研究、任前公示、任前談話等程序后任命或聘用。經(jīng)市委組織部、市委編辦、市人社局同意后實施了中層干部的任用。

　加強對干部選拔任用工作開展監(jiān)督情況 一是把思想教育作為基礎(chǔ)工作，實施事前監(jiān)督，強化對《干部任用條例》的宣傳，通過對政策法規(guī)的學(xué)習(xí)，努力提高監(jiān)督對象自我規(guī)范和自我約束的能力；二是把干部選拔任用環(huán)節(jié)作為重點，實施事中監(jiān)督，建立提拔調(diào)整干部任前審查和任后報備；三是加強經(jīng)常性考察工作，實施事后監(jiān)督，把實施經(jīng)常性考察，進行有效的事后監(jiān)督作為提高干部選拔任用工作質(zhì)量的主要渠道以及強化對領(lǐng)導(dǎo)干部任后管理的重要手段。

　六、維護群眾權(quán)益 踐行‚三視三問?群眾工作法情況 堅持‚視群眾為親人，問需于民?， 班子成員深入窗口、深入基層接觸地氣、傾聽民意，從群眾中了解群眾的需求；堅持‚視群眾為老師，問計于民?，通過召開民主生活會和組織生活會，及時發(fā)現(xiàn)工作中存在的問題，集思廣益，協(xié)調(diào)解決實際困難和問題；堅持‚視群眾為裁判，問效于民?，通過在政務(wù)大廳設(shè)立意見簿、定期電話

　回訪辦事群眾以及由政務(wù)服務(wù)行風(fēng)義務(wù)監(jiān)督員打分等形式，實時看到工作成效，努力創(chuàng)造全國一流的政務(wù)服務(wù)中心。

　解決群眾反映強烈的突出問題和損害群眾利益的行為 一是成都市市長公開電話通過電話、信箱、短信、匯報單、督辦工單等形式處理與老百姓切身利益相關(guān)的事情達 3000余件；二是中心年初與窗口首席代表簽訂了《黨風(fēng)廉政建設(shè)目標責(zé)任書》，開展了‚門難進、臉難看、話難聽、事難辦?專項治理活動，嚴肅處理不作為、慢作為、亂作為的行為。印發(fā)了《彭州市人民政府政務(wù)服務(wù)中心關(guān)于開展政務(wù)服務(wù)行業(yè)作風(fēng)專項整治的通知》及《開展窗口單位和服務(wù)行業(yè)作風(fēng)集中整治活動工作方案》，要求窗口工作人員嚴格執(zhí)行首問責(zé)任制、限時辦結(jié)制、一次性告知制和責(zé)任追究制，防止了政務(wù)大廳工作人員在審批服務(wù)中對申請人‚生、冷、硬、拖、推?等行為，通過開展作風(fēng)集中整治活動，27 個窗口單位入駐政務(wù)中心 116 個窗口 291 名工作人員未出現(xiàn)過一例違法違紀情況。

　民生工程進展情況 政務(wù)微博被納入 XX 年省、成都市為民辦實事民生工程目標，對市政府進行考核，我中心作為全市牽頭單位，制定目標分解方案，采取有力措施，努力完成目標任務(wù)。‚彭州服務(wù)?政務(wù)微博 XX 年 2 月 7 日正式開通，在新浪和騰訊兩個賬號平臺共設(shè)置了早安彭州、正能量、聚焦彭州等 10 余個欄目

　話題，截至 11 月底，共發(fā)布信息 8832 條，辦理有效訴求 183條，擁有粉絲 32239 人�！冻啥既請蟆房l(fā)了兩期報道，市政府分管領(lǐng)導(dǎo)給予了兩次肯定性批示，成為成都市僅有的兩個區(qū)縣將接受市民代表對我市民生工程目標完成情況的視察。

　七、推進源頭治理 落實黨風(fēng)廉政建設(shè)和反腐敗牽頭工作情況 由中心及效能辦牽頭的四項工作，即：‚深化基層公開綜合服務(wù)監(jiān)管平臺建設(shè)和應(yīng)用，加強對基層權(quán)力運行的監(jiān)督?、‚深化行政審批制度改革?、‚深入推進權(quán)力公開和政務(wù)公開，進一步完善政府及工作部門權(quán)力清單制度，依法公開權(quán)力運行流程?、‚加強行政監(jiān)察，嚴格行政問責(zé)?目前穩(wěn)步推進，預(yù)計全年牽頭工作目標能順利完成。

　廉政風(fēng)險防控情況 制定了《彭州市人民政府政務(wù)服務(wù)中心關(guān)于對科室主要負責(zé)人廉政風(fēng)險專項防控的工作方案及防控措施》，開展了廉政風(fēng)險防控專項活動，梳理出權(quán)力運行流程圖三張，各科室負責(zé)人牽頭對所在科室及本人潛在的廉政風(fēng)險點進行了自查并提出了防控措施、簽訂了防控承諾。通過專項活動的開展，進一步增強廉潔意識、風(fēng)險意識和責(zé)任意識，有效預(yù)防因中層干部不廉潔行為致使的欺上瞞下、執(zhí)行走樣、吃拿卡要、推諉扯皮等問題發(fā)生。

　科技反腐工作情況 ?運用行政審批電子監(jiān)察系統(tǒng)和視頻監(jiān)控系統(tǒng)，加強對審批過程和服務(wù)窗口的監(jiān)督。據(jù)《成都市第 3 季度行政審批電子監(jiān)察報告》通報，XX 年第 3 季度我市行政審批效能評估得分為分，為成都市 20 個區(qū)縣第 4 名，三圈層第 3 名；辦事效率分，其中網(wǎng)上審批辦件率 100%；公眾評價率 100%，滿意率 100%。

　廉潔社會單位建設(shè)情況 中心大力推進廉政文化‚八進?活動，制定了《彭州市人民政府政務(wù)服務(wù)中心‚廉政文化進家庭?活動實施方案》，充分利用中心網(wǎng)站、公示欄、LED 屏等，大力宣傳中心抓廉政建設(shè)的決心、舉措、效果，宣傳好經(jīng)驗、好做法、好成績，增強宣傳工作的實效性，切實推動廉政文化進大廳、進機關(guān)、進家庭。

　‚民心通?開展情況 認真貫徹落實彭州市紀委民心通辦公室的各項工作要求，按時完成了《民心通工作推進情況的通報》相關(guān)要求、《廉誠攻略課件》撰寫和《安裝廉誠攻略培訓(xùn)考核系統(tǒng)的通知》等工作，嚴格執(zhí)行《民心通工程廉誠攻略管理辦法》。截止目前，中心通過民心通平臺對各鎮(zhèn)便民服務(wù)中心、村便民服務(wù)室建設(shè)進行監(jiān)督檢查共計 20 余次，未發(fā)現(xiàn)有違規(guī)違紀行為發(fā)生。

　推進行政權(quán)力依法規(guī)范公開運行平臺建設(shè) 一是加快推進我市行政權(quán)力依法規(guī)范公開運行平臺工作，按照省、成都市相關(guān)要求，結(jié)合實際，印發(fā)了《關(guān)于做好行政權(quán)力依法規(guī)范公開運行平臺試運行工作的通知》，要求各相關(guān)職能部門做好行政權(quán)力的錄入工作，現(xiàn)已完成了平臺試運行工作。截止目前，我市共有行政權(quán)力事項 6221 項，已錄入事項 6157 項，完成率 99%。二是加強平臺培訓(xùn)，組織召開全市行政權(quán)力依法規(guī)范公開運行平臺工作培訓(xùn)會，聘請省電子政務(wù)運營中心專業(yè)老師授課，通過電話、QQ、上門服務(wù)等多種方式為部門答疑。

　八、領(lǐng)導(dǎo)和支持紀檢組情況 加強紀檢監(jiān)察組織和干部隊伍建設(shè)情況 中心班子充分認識到不斷加強和推進紀檢監(jiān)察組織和紀檢監(jiān)察干部隊伍建設(shè)是新時期深入開展黨風(fēng)廉政建設(shè)和加強反腐敗斗爭必須長期堅持的一項重要的基礎(chǔ)性工作。在中心工作任務(wù)重、人手缺乏的情況下，仍然配備了一名紀檢監(jiān)察室主任，兩名紀檢監(jiān)察工作人員，兩名電子監(jiān)察室工作人員，紀檢監(jiān)察室人員中公務(wù)員一名，事業(yè)人員兩名，確保了中心紀檢監(jiān)察干部隊伍的相對穩(wěn)定。

　支持紀檢監(jiān)察機構(gòu)‚三轉(zhuǎn)?情況 中心班子充分認識到新形勢下加強黨風(fēng)廉政建設(shè)和反腐敗斗爭的極端重要性，加強自身學(xué)習(xí)，切實做到轉(zhuǎn)職能、轉(zhuǎn)方
