The topic of a double surplus has beenwidely discussed recently. Many peopleemphasize that the trade surplus and the sur-plus in the capital account caused by theinflow of foreign direct investment (FDI)represent an imbalance in international pay-ments and also put pressure on the develop-ment of monetary policy. They suggest thatwe should speed up the appreciation of thecurrency to adjust such an, imbalance. Thisviewpoint is not comprehensive, however,since it does not address the real situationbehind the surplus.
