有“山東溫泉第一城”之稱的商河縣再次站到國(guó)內(nèi)地?zé)崂玫娘L(fēng)頭。低碳經(jīng)濟(jì)時(shí)代,山東地?zé)崂眯绿斓貏χ干毯印?　　4月26日―27日,來(lái)自大陸和臺(tái)灣的50多位地?zé)嵫芯亢蜏厝a(chǎn)業(yè)開(kāi)發(fā)領(lǐng)域的專家、企業(yè)家集聚商河,共同探討溫泉產(chǎn)業(yè)開(kāi)發(fā),共商投資興業(yè)大計(jì),同時(shí)為山東省(商河)海峽兩岸溫泉產(chǎn)業(yè)合作區(qū)揭牌。正在此間舉行的“海峽兩岸溫泉產(chǎn)業(yè)論壇”上,來(lái)自臺(tái)島的相關(guān)企業(yè)與當(dāng)?shù)卣蜕毯訙厝C合開(kāi)發(fā)與利用、現(xiàn)代農(nóng)業(yè)、休閑療養(yǎng)等多個(gè)領(lǐng)域現(xiàn)場(chǎng)達(dá)成8項(xiàng)合作意向(協(xié)議),總金額約3億美元。
　　大陸方面的與會(huì)專家有中國(guó)礦業(yè)聯(lián)合會(huì)地?zé)衢_(kāi)發(fā)管理專業(yè)委員會(huì)主任李樹(shù)祥,中國(guó)礦業(yè)聯(lián)合會(huì)地?zé)衢_(kāi)發(fā)管理專業(yè)委員會(huì)秘書(shū)長(zhǎng)賓德智,山東省地礦局總工程師徐軍祥,山東農(nóng)業(yè)大學(xué)園藝學(xué)院院長(zhǎng)王秀峰,北京林業(yè)大學(xué)教授李翅等。來(lái)自臺(tái)灣的嘉賓有中華溫泉觀光協(xié)會(huì)理事長(zhǎng)張榮南,臺(tái)北溫泉發(fā)展協(xié)會(huì)理事長(zhǎng)周水美,臺(tái)灣溫泉研究發(fā)展中心主任李孫榮,臺(tái)灣溫泉產(chǎn)業(yè)研究所所長(zhǎng)陳冠位,中華有機(jī)農(nóng)業(yè)協(xié)會(huì)理事長(zhǎng)鄭逢喜等。與會(huì)專家、企業(yè)家紛紛發(fā)言,一致認(rèn)為,商河縣地?zé)豳Y源儲(chǔ)量大、埋藏淺、水溫高、水質(zhì)好,醫(yī)療價(jià)值高,國(guó)內(nèi)罕見(jiàn),應(yīng)予以高水準(zhǔn)、高規(guī)格地規(guī)劃利用,并對(duì)在商河縣溫泉規(guī)劃、開(kāi)發(fā)等方面提出了自己的看法和建議。
　　據(jù)了解,商河縣規(guī)劃面積達(dá)20平方公里的溫泉產(chǎn)業(yè)園,建成后將成為以溫泉為點(diǎn),集現(xiàn)代工農(nóng)業(yè)和旅游度假于一體的國(guó)內(nèi)知名特色城市綜合體。
　　商河被稱為濟(jì)南的北大門(mén),境內(nèi)土地資源、地?zé)豳Y源、石油資源、農(nóng)牧資源、勞動(dòng)力資源、電力資源豐富,尤以地?zé)豳Y源獨(dú)特。資料顯示,商河地?zé)嶂叵聝?chǔ)量達(dá)256億立方米,可開(kāi)采量179億立方米,儲(chǔ)量大、埋藏淺、溫度高、水質(zhì)優(yōu),屬醫(yī)療保健型地?zé)釡厝�。臺(tái)商正是看好這一資源優(yōu)勢(shì),組團(tuán)前來(lái)考察并達(dá)成相關(guān)合作意向。
　　在商河縣城的東南部,一座該縣目前為止開(kāi)發(fā)規(guī)模最大的項(xiàng)目――投資50億元的溫泉服務(wù)業(yè)基地正在建設(shè)中。商河縣貿(mào)促會(huì)會(huì)長(zhǎng)齊濱昌介紹說(shuō),該基地將立足高起點(diǎn),構(gòu)建“一心”(旅游服務(wù)中心)、“三軸”(旅游發(fā)展軸、居住發(fā)展軸、生態(tài)發(fā)展軸)、“七片”(休閑商務(wù)會(huì)議區(qū)、生命活化健康調(diào)養(yǎng)區(qū)、中心湖泊區(qū)、溫泉會(huì)所區(qū)、溫泉旅游度假區(qū)、高尚休閑康體度假區(qū)、高尚溫泉住區(qū)),突出發(fā)展生態(tài)旅游、休閑度假、景觀地產(chǎn),目的是把商河建成中國(guó)北方最大的溫泉旅游觀光和休閑娛樂(lè)中心。
　　從山東全省來(lái)看,雖坐擁豐富的地?zé)豳Y源,但開(kāi)發(fā)現(xiàn)狀并不樂(lè)觀。有關(guān)專家認(rèn)為,山東溫泉開(kāi)發(fā)可謂好、快、廣、大與低、后、弱、少并存,亟須轉(zhuǎn)換思路,打造溫泉產(chǎn)業(yè)鏈。未來(lái)的溫泉休閑應(yīng)該從個(gè)別性的休閑項(xiàng)目,逐步轉(zhuǎn)化為溫泉沐浴、健身、體檢等結(jié)合的休閑產(chǎn)業(yè)鏈及康復(fù)療養(yǎng)產(chǎn)業(yè)鏈的雙產(chǎn)業(yè)交織結(jié)構(gòu)形態(tài)。同時(shí),作為泛旅游產(chǎn)業(yè)的整合源,還應(yīng)大力發(fā)展與溫泉相關(guān)的會(huì)議會(huì)展、體育運(yùn)動(dòng)、農(nóng)業(yè)觀光、博彩、娛樂(lè)、購(gòu)物等等,形成多元休閑產(chǎn)業(yè)聚集的大型區(qū)域旅游結(jié)構(gòu),打造國(guó)內(nèi)一流的特色溫泉休閑度假區(qū)、溫泉小鎮(zhèn)和溫泉城市,提升區(qū)域旅游的層次,并以此為突破點(diǎn),從而帶動(dòng)區(qū)域經(jīng)濟(jì)的發(fā)展。
　　近年來(lái),商河縣按照“溫泉生態(tài)之城,休閑健身之都,鼓子秧歌之鄉(xiāng)”的城市定位,圍繞科學(xué)開(kāi)發(fā)利用地?zé)豳Y源,編制了《商河縣地?zé)豳Y源勘查開(kāi)發(fā)利用與保護(hù)規(guī)劃》,建成了商河地?zé)嵫邪l(fā)中心,規(guī)劃并開(kāi)工了投資50億元溫泉服務(wù)業(yè)基地,使地?zé)豳Y源在洗浴、療養(yǎng)、保健、養(yǎng)生、花卉養(yǎng)殖、蔬菜生產(chǎn)、畜牧養(yǎng)殖、溫泉旅游等方面得到初步推廣應(yīng)用。隨著海峽兩岸溫泉產(chǎn)業(yè)合作區(qū)的成立,以及這次論壇的成功舉辦,商河地?zé)釡厝拈_(kāi)發(fā)利用將進(jìn)入一個(gè)嶄新的時(shí)期,溫泉一定會(huì)成為繼鼓子秧歌之后商河的又一張富有活力的新名片。
　　
　　On April 27, the Cooperation area of the Cross-straits Hot Spring Industry was opened in Shanghe County. Jinan and Taiwan reached 8 cooperation intents in such fields as comprehensive development and utilization, leisure and convalescence, etc., the investment totaling 0.3 billion U.S. dollars. On that day, over 50 experts specialized in terrestrial heat and the development of the hot spring industry from Taiwan and mainland China discussed the future development of hot spring industry in Shanghe Hot Spring Base. Both sides are confident in the long-term cooperation and mutual development.
　　Speaking of the development of Shanghe hot spring, Zhang Rongnan, president of the Hot Spring Tourism Association Taiwan, who came to Jinan with the group, pointed out that Shanghe hot spring is barely developed and it is still a virginal area, thus having a promising future for development. He hoped to introduce the equipments and experience from Taiwan to Shanghe and organically integrate recreational agriculture, organic hot spring food, hot spring healthcare with Shanghe hot spring.
　　Jinan not only has the most spring water in China, but also is one of the cities with the largest hot spring reserves nationwide. At the forum, experts who have rich experience in developing terrestrial heat from Taiwan and mainland China believed that, with systematic development, Shanghe hot spring will be qualified to enjoy the same reputation as the springs in Jinan city area, which will make them another visiting card for Jinan.
　　Responding to the suggestions put forward by cross-straits experts, Li Fangjin, standing committee member of Shanghe County Party Committee and vice county mayor of Shanghe County People’s Government, said, “it is only the first step for the development of the hot spring industry to establish the Cross-straits Hot Spring Cooperation Area that will be taken as the core for expanding development. And great efforts should be taken to turn the hot spring industry into the absolute leading industry in the local economy, taking up a proportion from 60% to 70%.” Shanghe will strive to become the largest hot spring city in Shandong, top-class in China, and renowned all over the world.
