2015年8月28日 聯(lián)合國(guó)亞太經(jīng)濟(jì)和社會(huì)委員會(huì)今天在一份新聞公報(bào)中指出，該機(jī)構(gòu)發(fā)起一項(xiàng)新的災(zāi)害風(fēng)險(xiǎn)管理網(wǎng)上電子學(xué)習(xí)平臺(tái)，以幫助亞太地區(qū)各國(guó)，特別是災(zāi)害多發(fā)國(guó)家，加強(qiáng)復(fù)原能力建設(shè)，以從災(zāi)害中早日恢復(fù)。
　　公報(bào)指出，該機(jī)構(gòu)此次這次發(fā)起的“災(zāi)害風(fēng)險(xiǎn)管理地理參考信息系統(tǒng)”網(wǎng)站提供了先進(jìn)的網(wǎng)上課程，包括空間技術(shù)以及早期預(yù)警和多災(zāi)害評(píng)估地理信息系統(tǒng)的運(yùn)用。聯(lián)合國(guó)副秘書(shū)長(zhǎng)兼亞太經(jīng)社會(huì)執(zhí)行秘書(shū)阿赫塔爾指出，過(guò)去45年里以來(lái)，亞太地區(qū)發(fā)生自然災(zāi)害使該地區(qū)60億民眾受到影響，200多萬(wàn)人死亡，造成的經(jīng)濟(jì)損失高達(dá)1.15萬(wàn)億美元。他強(qiáng)調(diào)，災(zāi)難管理需要多層面地展開(kāi)，匯集來(lái)自不同渠道的相關(guān)信息，將空間數(shù)據(jù)與現(xiàn)有的社會(huì)經(jīng)濟(jì)數(shù)據(jù)結(jié)合起來(lái)，以幫助各國(guó)做出更加明智的決定，以挽救更多人的生命。
　　28 August 2015 The United Nations Economic and Social Commission for Asia and the Pacific （ESCAP） released a statement and said that they have launched an innovative new online e-learning platform on disaster risk management to help countries in the region – the world’s most disaster prone - build their capacities to withstand， adapt to and recover from natural disasters.
　　The Geo-referenced Information Systems for Disaster Risk Management （Geo-DRM） portal offers state-of-the-art courses on space technology， along with Geographic Information System （GIS） applications for early warning and multi-hazard risk assessment. United Nations Under-Secretary-General and Executive Secretary of ESCAP， Dr. Shamshad Akhtar， said that over the past 45 years， natural disasters in Asia and the Pacific have affected 6 billion people， led to more than 2 million deaths and caused major economic losses totaling US$1.15 trillion. She stressed that disaster management required a multi-disciplinary approach， collating and consolidating information from various sources， incorporating spatial data into existing socioeconomic data. These would help governments to make more informed decisions， ultimately saving more lives.
