　　胡錦濤總書(shū)記今年4月視察山東時(shí)強(qiáng)調(diào)指出:“要大力發(fā)展海洋經(jīng)濟(jì),科學(xué)開(kāi)發(fā)海洋資源,培育海洋優(yōu)勢(shì)產(chǎn)業(yè),打造山東半島藍(lán)色經(jīng)濟(jì)區(qū)�！�
　　這一重要指示為山東省順應(yīng)國(guó)際國(guó)內(nèi)發(fā)展大勢(shì),積極搶占發(fā)展戰(zhàn)略制高點(diǎn),推進(jìn)經(jīng)濟(jì)社會(huì)又好又快發(fā)展,指明了努力方向。為深入落實(shí)胡錦濤總書(shū)記的重要指示,中共山東省委、省政府高度重視,近期研究制定了《關(guān)于打造山東半島藍(lán)色經(jīng)濟(jì)區(qū)的指導(dǎo)意見(jiàn)》。
　　對(duì)威海而言,打造藍(lán)色經(jīng)濟(jì)區(qū),有利于集約利用海陸資源,保護(hù)濱海生態(tài)環(huán)境,提升“人居”品牌含量;有利于促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí),加快轉(zhuǎn)變發(fā)展方式,增強(qiáng)區(qū)域綜合競(jìng)爭(zhēng)力;有利于進(jìn)一步拓展對(duì)外開(kāi)放的廣度和深度,加強(qiáng)與東北亞地區(qū)特別是日韓的產(chǎn)業(yè)分工協(xié)作,在更高層次、更寬領(lǐng)域參與國(guó)際合作與競(jìng)爭(zhēng)。更重要的在于,借助打造山東半島藍(lán)色經(jīng)濟(jì)區(qū)的重大機(jī)遇,有利于促使我們更加自覺(jué)地貫徹落實(shí)科學(xué)發(fā)展觀(guān),更加深刻地認(rèn)識(shí)把握市情,更加積極地推動(dòng)海洋經(jīng)濟(jì)大市向海洋經(jīng)濟(jì)強(qiáng)市轉(zhuǎn)變,謀求在全省乃至全國(guó)發(fā)展大局中更加有利的戰(zhàn)略地位。
　　作為海洋經(jīng)濟(jì)大市,威海海洋資源豐富,生態(tài)環(huán)境優(yōu)良,開(kāi)放優(yōu)勢(shì)明顯,科技力量較強(qiáng),產(chǎn)業(yè)基礎(chǔ)良好,打造藍(lán)色經(jīng)濟(jì)區(qū)得天獨(dú)厚、大有作為。我們要以胡錦濤總書(shū)記“打造山東半島藍(lán)色經(jīng)濟(jì)區(qū)”指示精神為指導(dǎo),以省委、省政府《指導(dǎo)意見(jiàn)》為依據(jù),科學(xué)開(kāi)發(fā)海洋資源,實(shí)行全域生態(tài)保護(hù),培育壯大優(yōu)勢(shì)產(chǎn)業(yè),努力構(gòu)筑海洋特色鮮明、區(qū)域布局合理、產(chǎn)業(yè)素質(zhì)優(yōu)良、生態(tài)環(huán)境良好、帶動(dòng)能力較強(qiáng)的藍(lán)色經(jīng)濟(jì)體系,為建設(shè)山東半島藍(lán)色經(jīng)濟(jì)區(qū)做出積極貢獻(xiàn)。
　　在全力打造威海藍(lán)色經(jīng)濟(jì)區(qū)中,重點(diǎn)培育六大海洋優(yōu)勢(shì)產(chǎn)業(yè)基地:
　　一是以海洋“三品”為重點(diǎn)的海產(chǎn)品生產(chǎn)加工基地。依托豐富的漁業(yè)資源,以質(zhì)量安全區(qū)域化管理為抓手,依靠科技進(jìn)步,調(diào)整產(chǎn)業(yè)結(jié)構(gòu),提升產(chǎn)品檔次,大力發(fā)展品牌漁業(yè)、生態(tài)漁業(yè)、高效漁業(yè),實(shí)現(xiàn)海產(chǎn)品產(chǎn)量適度增長(zhǎng);在降低近海捕撈強(qiáng)度、推進(jìn)近海捕撈漁船轉(zhuǎn)產(chǎn)轉(zhuǎn)業(yè)的同時(shí),大力發(fā)展遠(yuǎn)洋漁業(yè),形成以大洋性作業(yè)為主體,以過(guò)洋性作業(yè)為補(bǔ)充的生產(chǎn)格局;以海參、海帶、低值魚(yú)貝類(lèi)為主要原料,加快推進(jìn)以海洋食品、海洋藥品、海洋保健品為重點(diǎn)的精深加工,提高海產(chǎn)品綜合開(kāi)發(fā)和高效利用水平。
　　到2012年,全市海產(chǎn)品產(chǎn)量達(dá)到210萬(wàn)噸,海產(chǎn)品加工產(chǎn)值達(dá)到280億元,其中海產(chǎn)品精深加工產(chǎn)值超過(guò)240億元,比重達(dá)到80%;主營(yíng)業(yè)務(wù)收入過(guò)億元的加工企業(yè)超過(guò)30家,其中過(guò)10億元企業(yè)超過(guò)8家;遠(yuǎn)洋漁船發(fā)展到260艘、12萬(wàn)千瓦,遠(yuǎn)洋捕撈產(chǎn)量、產(chǎn)值突破10萬(wàn)噸、10億元;海產(chǎn)品省級(jí)以上知名品牌達(dá)到50個(gè)以上。
　　二是以船舶修造業(yè)為重點(diǎn)的現(xiàn)代制造業(yè)基地。強(qiáng)化政府的調(diào)控引導(dǎo)作用,在對(duì)岸線(xiàn)進(jìn)行科學(xué)規(guī)劃、嚴(yán)格控制的基礎(chǔ)上,進(jìn)一步優(yōu)化船舶修造業(yè)布局,培植壯大龍頭企業(yè),大力發(fā)展船舶配套業(yè),推進(jìn)造修船業(yè)聚集發(fā)展,最大限度地節(jié)約岸線(xiàn)資源;加快建立現(xiàn)代造船模式,切實(shí)轉(zhuǎn)變發(fā)展方式,實(shí)現(xiàn)由單純追求規(guī)模向注重質(zhì)量效益轉(zhuǎn)變,由單純依靠要素投入向注重科技創(chuàng)新轉(zhuǎn)變,由單純?cè)齑瑸橹飨蛟煨薮�、海洋工程裝備及配套業(yè)協(xié)調(diào)發(fā)展轉(zhuǎn)變。
　　爭(zhēng)取到2012年,全市形成整船制造400萬(wàn)載重噸、船段生產(chǎn)60萬(wàn)載重噸、船舶修理700艘次的能力,實(shí)現(xiàn)銷(xiāo)售收入400億元。同時(shí),依托現(xiàn)代化的港口體系,在充分發(fā)揮現(xiàn)有國(guó)家級(jí)開(kāi)發(fā)區(qū)、省級(jí)開(kāi)發(fā)區(qū)引領(lǐng)作用的同時(shí),積極推進(jìn)威海工業(yè)新區(qū)、文登南海新區(qū)、威海科技新城(初村)、威海臨港工業(yè)園(崮山)、石島工業(yè)園、俚島工業(yè)園、乳山經(jīng)濟(jì)開(kāi)發(fā)區(qū)(乳山口)、橋頭工業(yè)園為重點(diǎn)的臨港臨海工業(yè)園區(qū),大力發(fā)展運(yùn)量大、外向型和港口依賴(lài)度高的現(xiàn)代制造業(yè),形成規(guī)模聚集效應(yīng)。
　　
　　三是以東北亞地區(qū)為主要目的地的港口物流基地。以沿海港口為核心,進(jìn)一步密切港口與腹地的聯(lián)系,大力拓展外地客貨源市場(chǎng),著力構(gòu)建海陸相連、港城聯(lián)動(dòng)、空地一體的臨港物流網(wǎng)絡(luò)。加快港口體系建設(shè),對(duì)全市港口岸線(xiàn)資源統(tǒng)一管理,形成以威海灣港區(qū)為中心,石島灣港區(qū)為輔助,龍眼灣港區(qū)、蜊江港區(qū)、靖海灣港區(qū)、乳山口港區(qū)為補(bǔ)充的港口格局,爭(zhēng)取到2012年,全市港口年貨物吞吐量達(dá)到6000萬(wàn)噸,集裝箱吞吐量達(dá)到100萬(wàn)標(biāo)箱,旅客吞吐量達(dá)到150萬(wàn)人次。
　　目前,我市到韓國(guó)的客滾航線(xiàn)5條、每周15個(gè)航班,均占全省的一半以上。要堅(jiān)持客貨運(yùn)并舉、近海與遠(yuǎn)洋并舉、綜合運(yùn)輸與專(zhuān)業(yè)運(yùn)輸并舉,大力發(fā)展海上運(yùn)輸業(yè),到2012年客滾船由6艘增加到7艘,國(guó)內(nèi)外航線(xiàn)由21條增加到30條,努力建設(shè)成為東北亞地區(qū)海上客運(yùn)中心。要加快物流載體建設(shè),重點(diǎn)推進(jìn)威海港國(guó)際客運(yùn)中心和航運(yùn)服務(wù)中心、石島新港港口物流集配中心等項(xiàng)目,積極拓展出口加工區(qū)保稅物流功能,大力扶持壯大第三方物流,培育一批適應(yīng)現(xiàn)代制造業(yè)物流需要的專(zhuān)業(yè)化物流企業(yè)。到2012年,全市現(xiàn)代物流體系初具規(guī)模,具有國(guó)內(nèi)知名品牌的現(xiàn)代物流企業(yè)將達(dá)到3-5家,物流成本占生產(chǎn)總值的比重下降2個(gè)百分點(diǎn)以上。
　　四是以千公里幸福海岸為載體的濱海旅游休閑度假基地。依托千公里海岸線(xiàn),以福文化為主題,充分發(fā)揮山、海、島、灘、灣和溫泉等資源優(yōu)勢(shì),著力打造旅游休閑度假目的地。要加大旅游重點(diǎn)項(xiàng)目建設(shè),進(jìn)一步完善劉公島、赤山法華院、成山頭、銀灘、大乳山等重點(diǎn)景區(qū),加快總投資109.3億元的仙姑頂希望如意園、華夏生態(tài)園、圣經(jīng)山等8個(gè)精品項(xiàng)目建設(shè)。要不斷提升旅游文化品位,努力挖掘海洋、溫泉、民俗、影視等旅游文化的潛力,打造富有特色的旅游文化品牌。要充分利用9處溫泉資源,著力提高綜合利用水平,積極推進(jìn)寶泉廣場(chǎng)和天沐、呼雷湯、湯泊等溫泉開(kāi)發(fā)項(xiàng)目,努力建成名副其實(shí)的“中國(guó)溫泉之鄉(xiāng)”。到2012年,全市旅游總收入占生產(chǎn)總值的比重達(dá)到10%,成為半島濱海高端旅游示范區(qū)和國(guó)內(nèi)知名濱海旅游目的地。
　　五是以核能、風(fēng)能為主的新能源產(chǎn)業(yè)基地。充分利用我市海岸線(xiàn)長(zhǎng)、地質(zhì)構(gòu)造穩(wěn)定、站址良好的優(yōu)勢(shì),合理布局、有序開(kāi)發(fā)核電、風(fēng)電、水電、太陽(yáng)能發(fā)電等項(xiàng)目,穩(wěn)步發(fā)展新能源產(chǎn)業(yè)。核電,重點(diǎn)抓好石島灣核電站一期20萬(wàn)千瓦高溫氣冷堆項(xiàng)目。風(fēng)電,加快實(shí)施總投資36億元、總裝機(jī)容量29萬(wàn)千瓦的國(guó)華瑞豐二、三期,歌美颯文登、大唐文登、鼎能文登、華能乳山等風(fēng)電項(xiàng)目,力爭(zhēng)到2012年,全市風(fēng)電裝機(jī)總?cè)萘窟_(dá)到50萬(wàn)千瓦。水電,全力推進(jìn)總裝機(jī)180萬(wàn)千瓦的文登抽水蓄能電站項(xiàng)目前期工作。太陽(yáng)能發(fā)電,加快推進(jìn)臺(tái)聯(lián)電乳山光伏發(fā)電站和藍(lán)星集團(tuán)光電項(xiàng)目。同時(shí),加快開(kāi)發(fā)潮汐能、農(nóng)村沼氣等新型能源,建成一批具有示范帶動(dòng)作用的可再生能源項(xiàng)目。
　　六是以鏌铘島石化項(xiàng)目為主體的現(xiàn)代石化基地。石化產(chǎn)業(yè)資源資金技術(shù)密集,產(chǎn)業(yè)關(guān)聯(lián)度高,經(jīng)濟(jì)總量大,對(duì)促進(jìn)相關(guān)產(chǎn)業(yè)升級(jí)和拉動(dòng)經(jīng)濟(jì)增長(zhǎng)具有舉足輕重的作用。威海具有發(fā)展大型石化產(chǎn)業(yè)的多項(xiàng)優(yōu)勢(shì)條件。與中石油集團(tuán)合作,規(guī)劃論證鏌铘島大型石化基地項(xiàng)目,重點(diǎn)建設(shè)大型原油和成品油儲(chǔ)備庫(kù),逐步開(kāi)展煉油、天然氣等項(xiàng)目。目前正在積極爭(zhēng)取國(guó)家有關(guān)部門(mén)批準(zhǔn)。同時(shí),圍繞鏌铘島項(xiàng)目,大力引進(jìn)發(fā)展高端石化產(chǎn)品,重點(diǎn)發(fā)展新型合成材料、有機(jī)原料、精細(xì)化學(xué)品等附加值高、產(chǎn)業(yè)關(guān)聯(lián)度強(qiáng)、替代進(jìn)口、填補(bǔ)國(guó)內(nèi)空白的石油深加工產(chǎn)品。
　　
　　打造威海藍(lán)色經(jīng)濟(jì)區(qū),是牽動(dòng)全局、關(guān)系長(zhǎng)遠(yuǎn)的一項(xiàng)重大戰(zhàn)略任務(wù)。我們將按照中共山東省委、省政府的統(tǒng)一部署,堅(jiān)持保護(hù)與開(kāi)發(fā)并重,把生態(tài)優(yōu)先、保護(hù)優(yōu)先貫穿始終,推動(dòng)藍(lán)色經(jīng)濟(jì)向集約、高效、可持續(xù)發(fā)展的方向轉(zhuǎn)變;堅(jiān)持海陸統(tǒng)籌發(fā)展,對(duì)海陸產(chǎn)業(yè)統(tǒng)一規(guī)劃、資源統(tǒng)一配置、基礎(chǔ)設(shè)施統(tǒng)一構(gòu)建、生態(tài)環(huán)境統(tǒng)一治理;堅(jiān)持推進(jìn)產(chǎn)業(yè)高端化,大力發(fā)展高端、高質(zhì)、高效產(chǎn)業(yè),改造提升傳統(tǒng)優(yōu)勢(shì)產(chǎn)業(yè),把藍(lán)色資源作為最稀有、最珍貴的資源加以充分利用、深度開(kāi)發(fā);堅(jiān)持突出威海特色,把威海藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)放到山東半島藍(lán)色經(jīng)濟(jì)區(qū)中統(tǒng)籌考慮,努力把威海建設(shè)成為山東半島藍(lán)色經(jīng)濟(jì)區(qū)核心區(qū)域的重點(diǎn)城市;海產(chǎn)品生產(chǎn)加工、船舶修造、新能源和濱海旅游休閑度假等產(chǎn)業(yè)的領(lǐng)軍城市;與韓國(guó)經(jīng)貿(mào)合作的“橋頭堡”和東北亞海上客運(yùn)中心以及濱海生態(tài)人居示范區(qū)。
　　
　　Making Every Effort to Build up the Weihai Blue Economic Region
　　
　　
　　For Weihai, building up a blue economic region is helpful in making intensive utilization of the maritime and continental resources, protecting the coastal ecological environment, promoting the influence of the UN Habitat Scroll of Honor Award, promoting the upgrading of the industrial structure, speeding up the transformation of development modes, strengthening the regional comprehensive competence, widening and deepening the opening-up process, and strengthening industrial cooperation with the Northeast Asian regions, particularly Japan and Korea so as to participate in the international cooperation and competitions at a higher and wider level. More importantly, taking advantage of the crucial opportunity that Shandong will build up the Shandong peninsular blue economic region, we will more consciously implement the scientific outlook on development and make more efforts to transform our city from a big element in the ocean economy into a powerhouse of the ocean economy so as to occupy a more favorable strategic position in the development pattern of the whole province and even across the country.
　　As far as making full efforts to build up Weihai’s blue economic region, we will give priority to establishing six advantageous ocean industrial bases.
　　First, form a maritime products processing base. Taking sea cucumber, kelp and low-value fish and shellfish as the raw materials, speed up the intensive processing of ocean food, ocean pharmaceuticals, and ocean tonics and boost the level of comprehensive development and high-efficiency utilization of ocean products.
　　Second, build up a modern manufacturing base specializing in shipbuilding. Through speeding up the establishment of modern shipbuilding mode, Weihai will realize the transformation from purely expanding scale to laying stress on quality and the transformation from pure shipbuilding to the coordinated development of ship maintenance, ocean engineering equipment and auxiliary industries.
　　Third, build up a harbor logistics base oriented towards northeast Asia. Taking the coastal harbors as the core, Weihai will further strengthen the connections between the harbors and the hinterland. Through expanding the cargo and passenger resource market, Weihai will establish a neighboring-harbor logistics network that can connect the sea and the land, the harbors and the cities, and the air and the land.
　　Fourth, build up the coastal tourism and holiday resort base that takes the 1000 kilometer coastline as the carrier. By 2012, the revenues of tourism of the entire city will account for 10 percent of the GDP of the whole city. As result, Weihai will become a demonstration tourism area in the peninsular region of Shandong and a coastal tourism resort famous nationwide.
　　Fifth, build up the new energy industry base specializing in nuclear power and wind power.
　　Sixth, build up a modern petrochemical industrial base taking the Moye Island Petrochemical Project as the main body. Centering on the Moye Island project, Weihai will make efforts to develop the high-end petrochemical products, which will lay stress on the development of new synthetic materials, organic chemicals, and fine chemical products.
　　To build up the blue economic region, Weihai will give prominence to its own special characteristics and take an overall perspective of the construction of Weihai’s blue economic region in the construction of the Shandong peninsular blue economic region. We will make efforts to build Weihai into a key city in the core region of the Shandong peninsular blue economic region, a leading city involved in the maritime products production and processing, shipbuilding, new energy and coastal tourism and leisure, and a bridgehead city involved in economic cooperation with Korea, a maritime passenger transport center of Northeast Asia and a demonstration ecological inhabitation area of the coastal region.
