魯花，一個(gè)企業(yè)的菏澤之路 　　 　　在菏澤定陶縣城南邊，一個(gè)現(xiàn)代化的大型廠房矗立著，這是由萊陽(yáng)魯花集團(tuán)投資1.2億元建成的山東魯花菏澤分公司的所在地。在嶄新的辦公樓里，孫孟全深情地望著遠(yuǎn)方，在他目光所及之處，也就是幾十米的距離，是全國(guó)的“大動(dòng)脈”――京九鐵路，廠區(qū)大門則緊貼著寬闊的省道――定碭（菏澤定陶到安徽碭山）公路。孫孟全是魯花集團(tuán)的董事長(zhǎng)。
　　其實(shí)，孫孟全在菏澤創(chuàng)辦分公司只是第一步，他的目光在于以菏澤為中心的周圍10多個(gè)地級(jí)區(qū)域。
　　據(jù)了解，在菏澤定陶的山東魯花公司一期工程的生產(chǎn)能力達(dá)到了15萬(wàn)噸，而在萊陽(yáng)的生產(chǎn)能力也不過(guò)是15萬(wàn)噸，但是魯花在菏澤的投入還將繼續(xù)增加，到2008年，總生產(chǎn)能力將達(dá)到100萬(wàn)噸。據(jù)透露，魯花公司主要的生產(chǎn)能力很可能都將集中在菏澤定陶。
　　如果這樣，魯花需要花生的種植面積將達(dá)到26萬(wàn)公頃，能帶動(dòng)100萬(wàn)農(nóng)民種花生。定陶縣委宣傳部新聞科科長(zhǎng)宋國(guó)強(qiáng)介紹說(shuō)，目前整個(gè)菏澤地區(qū)的花生已經(jīng)滿足不了魯花，還需要從別的地方調(diào)入。
　　正是花生需求的增加，花生價(jià)格上揚(yáng)很快，2000年是3000元/噸，2001年漲到4000元/噸，2003年則迅速攀升到5800元/噸，這與山東魯花公司有很大關(guān)系。魯花在稅收、農(nóng)民增收等方面都給菏澤帶來(lái)了利好。
　　
　　東企西進(jìn)搶商機(jī)
　　
　　魯花只是東企西進(jìn)的一個(gè)典型，不止魯花，青啤、九發(fā)等企業(yè)都對(duì)菏澤青睞有加，在這片土地上追逐著自己的財(cái)富夢(mèng)。據(jù)了解，近期東部企業(yè)有100個(gè)項(xiàng)目將落戶菏澤，其中有70多個(gè)項(xiàng)目已簽約。他們看好的是菏澤優(yōu)勢(shì)資源、地理位置和政府在政策上的優(yōu)惠力度。
　　另外，魯能、里能、新汶礦業(yè)集團(tuán)、兗礦集團(tuán)也是相繼進(jìn)入菏澤，他們看中的是華東地區(qū)惟一一塊整裝煤田。據(jù)介紹，雖然這些企業(yè)對(duì)菏澤經(jīng)濟(jì)發(fā)展的帶動(dòng)作用暫時(shí)還未顯現(xiàn)出來(lái)，而先行者青啤菏澤分公司已累計(jì)納稅1.56億元，成為全市第四納稅大戶，提供了800多個(gè)就業(yè)崗位。
　　除了省內(nèi)東部企業(yè)外，國(guó)內(nèi)外一些知名企業(yè)也頻頻眷顧菏澤。據(jù)了解，中糧集團(tuán)、臺(tái)灣臺(tái)塑集團(tuán)、日本旭食品集團(tuán)、泰國(guó)恒達(dá)公司、韓國(guó)世運(yùn)工業(yè)等都相繼來(lái)到菏澤。這些企業(yè)將為“突破菏澤”提供外部支持，菏澤正面臨著巨大的機(jī)遇。
　　雖然菏澤屬于欠發(fā)達(dá)地區(qū)，但在農(nóng)業(yè)資源方面有著獨(dú)特的優(yōu)勢(shì)，尤其在林產(chǎn)品、畜牧業(yè)、糧棉等方面資源豐富，在整個(gè)山東省中排在前列，而且勞動(dòng)力成本比較低，這對(duì)東部加工出口型企業(yè)來(lái)說(shuō)是一個(gè)機(jī)會(huì)，因?yàn)闁|部勞動(dòng)力成本較菏澤高出近一倍，農(nóng)產(chǎn)品資源相對(duì)匱乏，企業(yè)面臨較大市場(chǎng)競(jìng)爭(zhēng)壓力。西部資源與東部資金的“相遇”，必然會(huì)誕生雙贏的結(jié)果。
　　其實(shí)，東部企業(yè)更看好菏澤獨(dú)特的地理優(yōu)勢(shì)和市場(chǎng)潛力。青啤菏澤分公司有關(guān)人士介紹，菏澤方圓200公里有近億人口，僅菏澤就有近800多萬(wàn)人，這是很大的消費(fèi)市場(chǎng)。青啤集團(tuán)退可占領(lǐng)菏澤市場(chǎng)，進(jìn)可以菏澤為橋頭堡，向河南、安徽、河北、江蘇輻射。
　　在中共菏澤市委書記陳光看來(lái)，這種基于發(fā)展的共同需求和東西經(jīng)濟(jì)結(jié)構(gòu)的差異與互補(bǔ)性，使得東企西進(jìn)成為必然。換個(gè)角度看東企西進(jìn)，可以看到東西合作、優(yōu)勢(shì)互補(bǔ)、共同發(fā)展的巨大商機(jī)，對(duì)于東部和西部來(lái)講，這都是一個(gè)不可多得的機(jī)遇。
　　
　　1000億元新動(dòng)力
　　
　　在菏澤，由菏澤市計(jì)委牽頭成立的工程咨詢?cè)壕o張的工作暫時(shí)告一段落。前不久，這個(gè)咨詢?cè)壕o鑼密鼓地策劃了一批總投資1000億元的120個(gè)大項(xiàng)目，這些項(xiàng)目分“六大工程”。通過(guò)這些項(xiàng)目的招商，將為“突破菏澤”提供強(qiáng)有力的外部支持，同時(shí)也會(huì)提供更多的商機(jī)。
　　“我們60%的項(xiàng)目已完成報(bào)批立項(xiàng)，有1/3的項(xiàng)目已開工建設(shè)”，菏澤市市長(zhǎng)助理、菏澤計(jì)委主任李學(xué)軍告訴記者，這些項(xiàng)目都是根據(jù)菏澤市政府提出了打造“一個(gè)中心、兩個(gè)基地”的發(fā)展思路策劃的。
　　據(jù)介紹，這“六大工程”項(xiàng)目是：能源化工基地工程，投資400億元；林業(yè)產(chǎn)業(yè)化工程，投資100億元；畜牧產(chǎn)業(yè)化工程，投資200億元；綠色農(nóng)產(chǎn)品加工基地工程，投資100億元；區(qū)域中心城市建設(shè)工程，投資100億元；商貿(mào)流通中心建設(shè)工程，投資100億元。
　　目前，濟(jì)菏高速公路、菏蘭高速公路、菏澤電廠三期工程、郭屯礦井、彭莊礦井等國(guó)內(nèi)項(xiàng)目可研報(bào)告獲得批復(fù)；鄄城黃河大橋、舜王城中藥材科技示范園、恒盛大市場(chǎng)等國(guó)內(nèi)合資項(xiàng)目資金陸續(xù)到位。
　　華潤(rùn)電廠、清真牛羊肉出口基地等利用外資項(xiàng)目，前期工作基本完成，外資已基本到位; 德商高速公路、煤田鐵路專用線、城市基礎(chǔ)設(shè)施等項(xiàng)目前期工作進(jìn)展順利。
　　“對(duì)于這些項(xiàng)目，我們都進(jìn)行了招商，招商引資是菏澤突破最重要的外力”。菏澤市招商局項(xiàng)目部主任趙敬濤告訴記者，在招商方面，他們盡可能地提供各種優(yōu)惠，如在土地租賃、稅收、政府待遇等方面，都要求比別的地方好，這對(duì)來(lái)投資的企業(yè)來(lái)說(shuō)絕對(duì)是個(gè)很好的機(jī)會(huì)。
　　其實(shí)，中共菏澤市委書記陳光的話，更反映了他們招商的決心和對(duì)客商的態(tài)度，“我們就是要先讓客商賺錢，只有他們賺錢了，我們才能賺錢，這是雙贏。如何讓他們賺錢，我們除了有便利的條件外，當(dāng)然還要提供各種各樣的優(yōu)惠和服務(wù)”。
　　顯然，1000億元絕對(duì)是個(gè)大蛋糕，在菏澤實(shí)現(xiàn)自身突破的時(shí)候，將帶來(lái)更多的商機(jī)。

　　Luhua is only one representative of the increasing number of enterprises incorporated in the western regions of Shandong Province. Besides, Luhua, other large-sized enterprises, such as Tsingtao Beer and Jiufa, have expressed their inclination to invest in Heze. Recent statistics reveal that in the near future 100 projects from eastern enterprises will settle in Heze, and more than 70 contracts concerning these projects have already been signed. What they favor is Heze’s rich natural resources, geographical location, and preferential policies provided by the government.
　　Besides these enterprises from eastern Shandong, some famous domestic and overseas enterprises, such as China National Cereals, Oils & Foodstuffs Imp. & Exp. Corp. (CCFCO), Taiwan based Formosa Plastics Group, Thailand based Hengda Corporation, and South Korea based SeWoon Industrial Co., Ltd., have also started to invest in Heze. These enterprises will provide external support for “Breaking through Heze” and produce favorable opportunities for Heze’s further development.
　　Heze, though still an underdeveloped city, has unique advantages in agriculture resources. In terms of forestry products, livestock products, cereals, and cotton, particularly, Heze ranks in the forefront. Moreover, the labor cost in Heze is relatively low, which provides good opportunities for export-oriented enterprises in eastern Shandong offering new jobs for Heze’s unemployed workers.
　　Enterprises from eastern Shandong can also take advantage of the geographical advantages and marketing potential of Heze. According to executives at the Tsingtao Beer Corporation Heze Branch, the 200 square kilometers of land in and around the city proper of Heze provides home to nearly 100 million people, who provide both an adequate pool of talented labor and a large market of potential consumers. Therefore, Tsingtao Beer has invested in Heze to provide its top-quality beer, now celebrating more than one hundred years of production, to western Shandong and also to radiate out to the neighboring provinces of Henan, Anhui, Hebei, and Jiangsu.
　　Not long ago, the Engineering Consultancy Academy of Heze planned 120 projects with investments exceeding 100 billion yuan, which will add more business opportunities for “Breaking through Heze.” In brief, these projects can be summarized into “Six Grand Engineering Projects,” which can be summarized as follows: the energy resource and chemical industry base project with an investment of 40 billion yuan; the forestry industrialization project with a total investment of 10 billion yuan; the animal husbandry industrialization project with 20 billion yuan; the green agricultural products processing project with 10 billion yuan; the regional center city construction project with 10 billion yuan; and the Commerce & Trade Circulation Center construction project with 10 billion yuan.
　　So far, the feasibility reports concerning some major domestic projects Ñ the Jihe and Helan Expressways, the third phase of the Heze Power Plant Project, and the Guotun and Pengzhuang Mine Well projects Ñ have all been approved. Actual funds have already been invested in some joint projects, such as the Yellow River Bridge in Yuncheng, the Shuwangcheng Hi-tech Demonstration Park of Traditional Chinese Medicine, and the Hengsheng Market.
