如今,濟(jì)南已然成為一個(gè)典型的現(xiàn)代服務(wù)業(yè)城市�；蛟S你感到驚訝,但古老的濟(jì)南確實(shí)和世界上最先進(jìn)的產(chǎn)業(yè)實(shí)現(xiàn)了水乳交融。這個(gè)嶄新城市形象的背后,是濟(jì)南實(shí)施“創(chuàng)新城市”戰(zhàn)略的成果。
　　2月24日,濟(jì)南召開全市科技獎(jiǎng)勵(lì)暨創(chuàng)建國(guó)家創(chuàng)新型城市動(dòng)員大會(huì),市政府正式出臺(tái)《濟(jì)南市創(chuàng)建國(guó)家創(chuàng)新型城市發(fā)展規(guī)劃(2010―2015年)》,明確提出:到2015年,在全省率先建成創(chuàng)新體系健全、創(chuàng)新資源聚集、創(chuàng)新效率高、創(chuàng)新效益好、創(chuàng)新輻射面廣和引領(lǐng)示范作用強(qiáng)的國(guó)家創(chuàng)新型城市。
　　通過這些努力,到2020年,創(chuàng)新將成為濟(jì)南經(jīng)濟(jì)社會(huì)發(fā)展的主要推動(dòng)力量,創(chuàng)新能力建設(shè)達(dá)到國(guó)內(nèi)先進(jìn)水平,高新技術(shù)產(chǎn)業(yè)成為經(jīng)濟(jì)發(fā)展的支柱產(chǎn)業(yè),創(chuàng)新文化成為城市精神,國(guó)民素質(zhì)水平居國(guó)內(nèi)前列,實(shí)現(xiàn)綠色、可持續(xù)、低碳的城市發(fā)展模式,全面建成國(guó)家創(chuàng)新型城市,成為國(guó)家創(chuàng)新體系的重要組成部分。
　　為此,濟(jì)南將培育信息等5大戰(zhàn)略性新興產(chǎn)業(yè),打造現(xiàn)代產(chǎn)業(yè)體系。立足信息、生物、新能源、新材料、高技術(shù)裝備制造等產(chǎn)業(yè)基礎(chǔ)和比較優(yōu)勢(shì),在改造提升冶金鋼鐵、石油化工、食品工業(yè)、新型建材4大傳統(tǒng)優(yōu)勢(shì)產(chǎn)業(yè)的同時(shí),加快戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展。
　　信息基礎(chǔ)設(shè)施建設(shè)方面,濟(jì)南將建設(shè)完善寬帶、移動(dòng)高速、多媒體城域網(wǎng),形成覆蓋全市城鄉(xiāng)的信息高速公路體系�；�本建成基站布局科學(xué)、通信覆蓋全面、服務(wù)水平領(lǐng)先的第三代移動(dòng)通信系統(tǒng),制定“無線城市”建設(shè)規(guī)劃、技術(shù)標(biāo)準(zhǔn)及應(yīng)用扶持政策,統(tǒng)籌建設(shè)與第三代移動(dòng)通信和固定通信網(wǎng)相補(bǔ)充的寬帶無線網(wǎng)絡(luò),推廣無線寬帶新技術(shù)和新業(yè)務(wù)應(yīng)用。
　　數(shù)字化城市建設(shè)方面,大力推進(jìn)政府行政管理、公眾服務(wù)和教育、醫(yī)療與公益性服務(wù)的信息化進(jìn)程;提高交通運(yùn)輸、商品流通、信息服務(wù)、金融保險(xiǎn)等產(chǎn)業(yè)的科技含量和社會(huì)效益;整合城市各類信息資源,建設(shè)規(guī)范化和標(biāo)準(zhǔn)化城市信息體系,開發(fā)地理信息、專業(yè)應(yīng)用、便民服務(wù)等應(yīng)用工程。
　　同時(shí),對(duì)市科學(xué)技術(shù)最高獎(jiǎng)、科學(xué)技術(shù)獎(jiǎng)、專利獎(jiǎng)、國(guó)家特色產(chǎn)業(yè)基地等進(jìn)行表彰獎(jiǎng)勵(lì),涉及獎(jiǎng)勵(lì)資金5332萬(wàn)元。至此,濟(jì)南建設(shè)創(chuàng)新型城市4年間,科技獎(jiǎng)勵(lì)的資金總數(shù)已超過2億元。
　　近年來,濟(jì)南出臺(tái)了一系列鼓勵(lì)科技創(chuàng)新的政策措施,極大地激發(fā)了科技人員的創(chuàng)新熱情,企業(yè)逐漸成為科技創(chuàng)新和科技成果有效轉(zhuǎn)化的主體。在2009年度濟(jì)南市科技獎(jiǎng)項(xiàng)目中,企業(yè)作為第一完成單位的項(xiàng)目為58項(xiàng),占全部獲獎(jiǎng)總數(shù)的49.5%。除去企業(yè)為第一完成單位的項(xiàng)目,在8個(gè)一等獎(jiǎng)項(xiàng)目中,有7個(gè)項(xiàng)目是企業(yè)為主完成的。企業(yè)與高校科研院所合作完成的項(xiàng)目12個(gè),占獲獎(jiǎng)總數(shù)的10.2%。
　　為了更好地利用政策引導(dǎo)創(chuàng)新型城市建設(shè),今年,濟(jì)南對(duì)之前發(fā)布的創(chuàng)建國(guó)家創(chuàng)新型城市若干政策進(jìn)行了調(diào)整和修訂。新修訂的政策進(jìn)一步優(yōu)化獎(jiǎng)勵(lì)資金結(jié)構(gòu)、提高獎(jiǎng)勵(lì)資金使用效率,加強(qiáng)對(duì)企業(yè)自主創(chuàng)新的引導(dǎo)。
　　根據(jù)相關(guān)政策,濟(jì)南對(duì)取得地理標(biāo)志集體商標(biāo)或證明商標(biāo)專用權(quán)的企業(yè)(協(xié)會(huì))、合作社最高給予15萬(wàn)元的一次性獎(jiǎng)勵(lì);對(duì)年度出口創(chuàng)匯額達(dá)到500萬(wàn)美元以上并在相關(guān)出口國(guó)獲得商標(biāo)注冊(cè)的企業(yè)最高給予20萬(wàn)元的一次性獎(jiǎng)勵(lì)。
　　目前,濟(jì)南共建成7個(gè)國(guó)家級(jí)火炬計(jì)劃特色產(chǎn)業(yè)基地(全省24家)、2個(gè)863成果轉(zhuǎn)化基地,并被認(rèn)定為“中國(guó)服務(wù)外包基地城市”、“軟件出口創(chuàng)新基地城市”和“國(guó)家動(dòng)漫產(chǎn)業(yè)基地”。2009年以來新認(rèn)定高新技術(shù)企業(yè)50家,高居全省第一。濟(jì)南將繼續(xù)支持爭(zhēng)創(chuàng)國(guó)家級(jí)科技園區(qū)、科技企業(yè)孵化器、特色產(chǎn)業(yè)基地;對(duì)新批準(zhǔn)建立、投資超過1億元的國(guó)家級(jí)重大科技創(chuàng)新平臺(tái),最高給予500萬(wàn)元的一次性補(bǔ)助。
　　濟(jì)南每年設(shè)立專項(xiàng)引才扶持資金,重點(diǎn)引進(jìn)高層次創(chuàng)業(yè)人才和創(chuàng)業(yè)團(tuán)隊(duì),吸引支持海外華僑華人、留學(xué)人員和國(guó)內(nèi)優(yōu)秀人才來濟(jì)創(chuàng)新創(chuàng)業(yè)。支持以創(chuàng)新團(tuán)隊(duì)模式開展的自主創(chuàng)新,建立濟(jì)南創(chuàng)新團(tuán)隊(duì)成長(zhǎng)發(fā)展的激勵(lì)機(jī)制,對(duì)入選的濟(jì)南市優(yōu)秀創(chuàng)新團(tuán)隊(duì),連續(xù)四年,每年給予30萬(wàn)元支持。
　　2008年以來,濟(jì)南市共有662個(gè)項(xiàng)目列入國(guó)家與省技術(shù)創(chuàng)新和高技術(shù)產(chǎn)業(yè)化項(xiàng)目,獲得支持資金逾5.46億元,有望在交通裝備、先進(jìn)制造等領(lǐng)域?yàn)闈?jì)南市配置一批規(guī)模過百億元的新興產(chǎn)業(yè)群體。軟件、太陽(yáng)能等高新技術(shù)產(chǎn)業(yè)在金融危機(jī)中實(shí)現(xiàn)逆勢(shì)發(fā)展,濟(jì)南市軟件產(chǎn)業(yè)和信息服務(wù)業(yè)總收入占全省67%,太陽(yáng)能產(chǎn)業(yè)總產(chǎn)值占全省50%以上。
　　濟(jì)南市在企業(yè)深入實(shí)施制造業(yè)信息化,運(yùn)用高新技術(shù)嫁接改造傳統(tǒng)產(chǎn)業(yè),傳統(tǒng)制造業(yè)煥發(fā)出勃勃生機(jī)。據(jù)統(tǒng)計(jì),通過信息化改造的企業(yè),管理水平和技術(shù)創(chuàng)新能力顯著提高,新產(chǎn)品開發(fā)周期平均縮短45%,企業(yè)平均年銷售收入增長(zhǎng)37%。
　　2009年,濟(jì)南市啟動(dòng)了12個(gè)科技重大專項(xiàng),下達(dá)2500萬(wàn)元資金,在電子信息、生物制藥、新材料等新特優(yōu)產(chǎn)業(yè),實(shí)施了一批產(chǎn)業(yè)帶動(dòng)力強(qiáng)的重大項(xiàng)目,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級(jí)。同時(shí),實(shí)施糧食豐產(chǎn)、良種產(chǎn)業(yè)化等科技工程,培養(yǎng)了歷豐春夏大白菜研究所等一批農(nóng)業(yè)科技研究機(jī)構(gòu),加快了新農(nóng)村建設(shè)步伐。
　　2010年1月10日,在北京召開的全國(guó)科技工作會(huì)議上,科技部正式宣布濟(jì)南等20個(gè)城市(區(qū))為全國(guó)首批國(guó)家創(chuàng)新型試點(diǎn)城市(區(qū))。這意味著將自主創(chuàng)新作為發(fā)展核心戰(zhàn)略的濟(jì)南,站上了建設(shè)創(chuàng)新型城市的新起點(diǎn)。
　　在1月11日舉行的2009年度國(guó)家科學(xué)技術(shù)獎(jiǎng)勵(lì)大會(huì)上,浪潮等國(guó)內(nèi)7家行業(yè)龍頭企業(yè)獲得了2009年度國(guó)家科技進(jìn)步獎(jiǎng)“企業(yè)技術(shù)創(chuàng)新工程獎(jiǎng)”。

　　Nowadays, Jinan has become a typical modern service industry city. Maybe you feel surprised, but the old Jinan has been integrated with the most advanced industry of the world. The new image of this city is the result of Jinan’s “Innovative City” strategy.
　　On February 24, Jinan held the Mobilization Meeting for Scientific Award and Creating a National Innovative City. Jinan Municipal Government formally announced the Development Plan for Creating Jinan as a National Innovative City (2010-2015), which proposed that before the year of 2015, Jinan would create a national innovative city with the complete innovative system, accumulated innovative resources, high innovative efficiency, good innovative benefits, wide innovative area, and strong leading function.
　　The Plan said that in 2020, innovation would become the main impetus of Jinan’s economic and social development. The construction of innovative ability would reach the advanced level of China; high and new technological industry would become the pillar industry of economic development; innovative culture would be the city spirit; the level of the quality of citizens would be in the front rank of the country; the development mode of green, sustainable, and low-carbon would be realized, allowing the city to become a key part of the national innovative system.
　　The Plan also proposed that Jinan would cultivate five strategic new industries including the information industry and create a modern industrial system. Based on the industrial basis and comparative advantage of information, biology, new energy, new materials, and high-tech equipment manufacturing, there would be quickening of the development of the strategic new industries while improving the four traditional advantageous industries―iron and steel metallurgy, petrochemical industry, food industry, and new-type building materials.
　　In the aspect of construction of information infrastructure, the broadband, mobile high-speed data transmission, and the multimedia metropolitan area network are to be improved. The information highway system will cover the whole city. The third generation mobile communication system with scientific planning, comprehensive area coverage, and advanced service level were basically established. The city had created the construction plan, technology standards, and support policy for a “Wireless City”, planned the construction of a broadband wireless network, and popularized the application of the new technology and new business of wireless broadband.
　　In the aspect of the construction of digital city, Jinan has made great efforts to promote the information-based process of administrative management of the government, public service and education, medical care and public welfare; increased the technical content and social benefit of traffic and transportation, commodities, information services, the financial and insurance industry; integrated the information resources; established the standardized urban information system; and developed the application projects of geographic information, specialty application, and convenience for the people.
　　At the same time, the city commended and awarded the Highest Prizes for City Scientific Technology, Science and Technology Award, Patent Award, and National Featured Industry Base with the bonus of 53.32 million yuan. Up to now, during the four years of creating innovative city, the total funds for encouraging science and technology have exceeded 200 million yuan.
