“把歷下區(qū)打造成為全國最穩(wěn)定最安全的城區(qū)之一�！痹凇捌桨采綎|”建設中，濟南市歷下區(qū)以超常的氣魄與安定的發(fā)展環(huán)境成為領跑者。歷下區(qū)是山東省會濟南市的文化和商貿(mào)中心，歷下穩(wěn)則濟南穩(wěn)，努力維護社會穩(wěn)定、統(tǒng)籌經(jīng)濟發(fā)展、加快“平安歷下”的建設已成為全區(qū)的共識。為把歷下區(qū)打造成為全國最穩(wěn)定最安全的城區(qū)之一，歷下區(qū)廣泛開展了“平安辦（鎮(zhèn)）”、“平安村（居）”、“平安單位”、“平安網(wǎng)絡”、“平安場所”系列活動，為整體推進“平安歷下”建設打下了良好基礎。
　　在建設活動中，歷下區(qū)扎扎實實地解決群眾生活中的實際困難，有效提高了廣大人民群眾的滿意程度。在該區(qū)泉城路區(qū)域，東亞實業(yè)公司因效益和改制等問題長年不支付退休工人的退休金，致使一批退休工人的生活陷入困境。為解決這一問題，泉城路街道黨工委結(jié)合雙方的實際情況，采用買斷工齡、一次性給付等方法，有效地解決了這一問題，為該企業(yè)的退休工人解決了一塊心病。
　　歷下區(qū)為確保把更多的精力和投入放到抓基層、打基礎、保穩(wěn)定上來，深入推廣甸柳地區(qū)實行基層創(chuàng)安等級化管理、動態(tài)升降級制度的先進經(jīng)驗，進一步明確了辦事處在基層創(chuàng)安工作中的主體地位；由各辦（鎮(zhèn)）作為基層創(chuàng)安的一級責任人，按照屬地管理原則對駐區(qū)黨政機關、企事業(yè)單位、公共娛樂場所、居民社區(qū)開展創(chuàng)安活動的情況進行組織、調(diào)度、考核，使全區(qū)94％的居民小區(qū)、89％的社區(qū)居委會和91％的駐區(qū)單位實現(xiàn)了“零案件”目標。同時也培養(yǎng)了一批不同層次、不同類型的平安先進典型，被司法部授予“模范人民調(diào)解員”的歷下區(qū)甸柳新村街道辦事處第一社區(qū)居委會主任陳葉翠就是其中之一。該居委會管轄居民有2095戶，人口近7000人，陳葉翠從事調(diào)解工作14年來，調(diào)解群眾糾紛近30余件，有力地保障了轄區(qū)的社會穩(wěn)定。
　　為加快“平安歷下”建設進程，提高政法工作效率，歷下區(qū)依托轄區(qū)內(nèi)的人文和技術優(yōu)勢，大力推進數(shù)字化、信息化、高科技化進程，跨越式提高政法、綜治工作水平，提出并積極探索實踐了社會治安技防建設“市場化運作、產(chǎn)業(yè)化發(fā)展、一條龍管理”的治安防范新機制，重點開展了技術化、數(shù)字化平安建設活動。歷下區(qū)先后投入100余萬元，引進了具有世界先進技術水平的報警技術，建立了具有“防劫、防盜、防火、防煤氣泄漏、危機事態(tài)緊急求助”5大功能的高精技術報警系統(tǒng)，可有效地對全區(qū)875家金融、珠寶、企事業(yè)單位等用戶進行區(qū)域安全防范報警。
　　2004年1月12日的午夜時分，預謀已久的犯罪分子潛入泉城路寶明齋眼鏡店準備實施盜竊，然而僅僅4分鐘，派出所民警和保安隊員就包圍了現(xiàn)場，犯罪分子最終束手就縛。這是技防建設和數(shù)字化平安建設取得的實實在在的成績。
　　在此基礎上，歷下區(qū)還進一步完善政法、綜治工作數(shù)字化網(wǎng)絡系統(tǒng)，建立了區(qū)直部門、駐地單位及各辦（鎮(zhèn)）情況數(shù)據(jù)庫，健全了綜治工作數(shù)字化信息資料，對各辦鎮(zhèn)微機配備的情況進行了調(diào)查，有效提高了全區(qū)綜治工作的技術含量，取得了突出成效。目前，歷下區(qū)已建立了覆蓋全區(qū)、標準統(tǒng)一、運作模式先進、融合巡警、派出所、辦事處和駐區(qū)單位等各方面力量優(yōu)勢、集“防劫、防盜、防火、防煤氣泄漏、危機事態(tài)緊急求助”于一身的全方位、全時空技防網(wǎng)絡，完善了高危行業(yè)、企事業(yè)單位和家庭私人用戶三大報警系統(tǒng)。
　　警力有限，民力無窮，歷下區(qū)積極調(diào)動廣大群眾維護社會治安穩(wěn)定的熱情，從更廣泛的領域抓好治安管理。他們選擇了一批有一定思想覺悟和工作能力、從事出租車、環(huán)衛(wèi)等行業(yè)的人員，建立了信息員制度，利用這些從業(yè)人員流動性大、分布廣泛的工作特點，及時了解有關信息，為歷下區(qū)的平安建設正確決策提供了有力的保證。僅2003年，全區(qū)共搜集各類預警信息377條，通過分析預測及時化解不安定因素和群體性事件175起。同時，歷下區(qū)政府撥專款，建立了一支由765人組成的專職社區(qū)治安巡防隊，協(xié)助民警開展堵截盤查、巡邏守候等工作。如今，歷下區(qū)已建起了集各種群眾性組織、村鎮(zhèn)基層組織、社區(qū)閑散群體于一體的“大穩(wěn)定”建設網(wǎng)絡，營造出全區(qū)上下齊心協(xié)力共創(chuàng)平安的良好氛圍，“平安歷下”的品牌優(yōu)勢正逐步彰顯。
　　
　　In the construction of “Secure Shandong,” Lixia District, a downtown area of Jinan City, the capital of Shandong Province, is doing its utmost to turn itself into a secure place for dwelling and working. In order to realize this goal, Lixia is implementing many kinds of energetic measures to construct “Secure Subdistrict Offices (Towns),” “Secure Villages,” “Secure Units,” “Secure Networks,” and “Secure Venues” within its administrative territory.
　　With a view to ensuring that more energy can be put into the units at the grass-root level, Lixia District energetically spreads the advanced experience created by the Dianliu area in constructing secure grass-root areas. According to this experience, the subdistricts offices and towns, acting as the primary responsibility undertakers in constructing the secure district, are in charge of organizing and checking the status of the units within their administration territory in the construction of secure districts.
　　In this way, criminal cases have almost been eliminated in Lixia. At the same time, a group of advanced typical figures have been trained in constructing the secure district. For instance, Chen Yecui, director of the No. 1 Residents’ Community Committee of the Dianliu Xincun Sub-District Office of Lixia District, who has been awarded the honorary title of “Model People’s Mediator” by the State Ministry of Justice, is one of them. The Committee Chen works for exercises jurisdiction over 2095 households with a population of nearly 7000 people. Over the past 14 years, Chen has mediated about 30 conflicts among the local people, effectively guaranteeing the local social order.
　　Lixia District has improved its digital network system concerning both legal and comprehensive treatment work. A database has been established to summarize the information concerning social order throughout the district, which up to now can cover the scope of police stations, subdistrict offices, and all relevant governmental departments.
　　In order to provide supplementary assistance for the police force, Lixia District energetically mobilizes the enthusiasm of the public in maintaining social peace and order. Some mobile personnel, such as taxi drivers and sanitation workers are quick to provide information concerning social security for the government. Through implementing these new measures throughout the district, 377 pieces of precautionary information were collected in 2003.. Through analyzing this vital information, forecasting measures were adopted, which prevented 175 cases of disorderly conduct. Meanwhile, the district government allocates special funds for establishment of a professional patrol team, which comprises 765 people and provides aides for the police station.
