摘要：保護(hù)與運(yùn)用農(nóng)業(yè)知識(shí)產(chǎn)權(quán)，能推進(jìn)中藥材等傳統(tǒng)產(chǎn)業(yè)知識(shí)化與知識(shí)經(jīng)濟(jì)發(fā)展，促進(jìn)中藥材道地性保護(hù)、農(nóng)業(yè)科技創(chuàng)新驅(qū)動(dòng)發(fā)展、農(nóng)耕文化傳承發(fā)展提升、區(qū)域公用品牌打造等。科技創(chuàng)新是質(zhì)量興農(nóng)的根本動(dòng)力、綠色興農(nóng)的重要支撐、提高農(nóng)業(yè)競(jìng)爭(zhēng)力的核心抓手、促進(jìn)農(nóng)業(yè)農(nóng)村現(xiàn)代化的重要途徑。本文介紹金銀花及其藥用價(jià)值，研究其農(nóng)業(yè)知識(shí)產(chǎn)權(quán)資源，分析金銀花農(nóng)業(yè)知識(shí)產(chǎn)權(quán)保護(hù)與科技創(chuàng)新存在的主要問(wèn)題，探討鄉(xiāng)村振興戰(zhàn)略與創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略以及農(nóng)業(yè)高質(zhì)量發(fā)展下金銀花農(nóng)業(yè)知識(shí)產(chǎn)權(quán)保護(hù)與科技創(chuàng)新策略，并提出相關(guān)建議。

　　Abstract The protection and application of agricultural intellectual property can advance the knowledge-based and knowledge economy development of traditional industries such as Chinese medicines， and promote the geo-authenticity protection of traditional Chinese medicines， the innovation-driven development of agricultural science and technology， the inheritance，development and promotion of agricultural civilization and the build of regional public brands. Scientific and technological innovation is the fundamental driving force of agricultural quality， the important support of green agriculture， the core of improving agricultural competitiveness and an important way to promote agricultural and rural modernization. In this paper，honeysuckle and its medicinal value were introduced， its agricultural intellectual property resources were studied， the main problems existing in the agricultural intellectual property protection and scientific and technological innovation were analyzed， and then the strategies for honeysuchle intellectual property protection and scientific and technological innovation were discussed under the rural revitalization strategy， innovation-driven development strategy and high-quality development of agriculture. Some relevant suggestions were also put forward.

　　科技創(chuàng)新是質(zhì)量興農(nóng)的根本動(dòng)力，是綠色興農(nóng)的重要支撐，是提高農(nóng)業(yè)競(jìng)爭(zhēng)力的核心抓手，是促進(jìn)農(nóng)業(yè)農(nóng)村現(xiàn)代化的重要途徑。知識(shí)產(chǎn)權(quán)作為知識(shí)產(chǎn)權(quán)經(jīng)濟(jì)的主導(dǎo)生產(chǎn)要素[1]，是知識(shí)經(jīng)濟(jì)的重要資源[2]。保護(hù)與運(yùn)用農(nóng)業(yè)知識(shí)產(chǎn)權(quán)，能推進(jìn)中藥材等傳統(tǒng)產(chǎn)業(yè)知識(shí)化與知識(shí)經(jīng)濟(jì)發(fā)展，提升經(jīng)濟(jì)活力、創(chuàng)新力和競(jìng)爭(zhēng)力，促進(jìn)中藥材道地性保護(hù)、農(nóng)業(yè)科技創(chuàng)新驅(qū)動(dòng)發(fā)展、農(nóng)耕文化傳承發(fā)展提升、區(qū)域公用品牌打造等，是實(shí)施鄉(xiāng)村振興戰(zhàn)略、農(nóng)業(yè)高質(zhì)量發(fā)展、創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略、農(nóng)業(yè)知識(shí)產(chǎn)權(quán)戰(zhàn)略、中醫(yī)藥發(fā)展戰(zhàn)略、中藥現(xiàn)代化的重要途徑。
　　金銀花是一種具有悠久歷史的常用中藥材[3，4]。本文以金銀花為例，探討鄉(xiāng)村振興戰(zhàn)略與創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略以及農(nóng)業(yè)高質(zhì)量發(fā)展下，農(nóng)業(yè)知識(shí)產(chǎn)權(quán)保護(hù)與科技創(chuàng)新的策略。
　　1 金銀花及其藥用價(jià)值
　　金銀花亦稱忍冬（Lonicera japonica Thunb.），為忍冬科（Caprifoliaceae）忍冬屬（Lonicera）植物，屬多年生半常綠纏繞及匍匐莖灌木，分布于我國(guó)及朝鮮、日本等。我國(guó)金銀花種植區(qū)域集中在山東、河南、湖南、貴州、陜西、河北、湖北、江西、廣東等地，其中山東平邑縣、河南封丘縣、湖南隆回縣、貴州綏陽(yáng)縣為“中國(guó)金銀花之鄉(xiāng)”。
　　農(nóng)業(yè)農(nóng)村部、國(guó)家藥品監(jiān)督管理局、國(guó)家中醫(yī)藥管理局共同印發(fā)的《全國(guó)道地藥材生產(chǎn)基地建設(shè)規(guī)劃（2018—2025年）》確定金銀花的優(yōu)勢(shì)道地藥材品種為：華東道地藥材產(chǎn)區(qū)東銀花（山東金銀花）、華中道地藥材產(chǎn)區(qū)密銀花（密縣金銀花）。
