有著近20年春季外出旅游習(xí)慣的王志全夫婦今年破例沒(méi)有出去。老王原住在石家莊，每年春天都要外出旅游換換環(huán)境。去年隨投資辦廠的兒子住到威海經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)后，這里優(yōu)美的環(huán)境讓老兩口生活得非常舒心。他們決定今年不去旅游了，“別處的環(huán)境還不如這里好，出去折騰什么？”
　　威海經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)的創(chuàng)業(yè)者們至今仍清楚地記得11年前開(kāi)發(fā)區(qū)的面貌：區(qū)內(nèi)沒(méi)有自己的供水管網(wǎng)，只有兩條通往市內(nèi)的自來(lái)水管道；沒(méi)有一條像樣的柏油路，只有幾條晴天塵土飛揚(yáng)、雨天泥濘不堪的羊腸小道；沒(méi)有污水管道，污水只能沿河海直流排放；沒(méi)有一幢嶄新的樓房，最高的建筑是兩幢破舊的三層樓。
　　威海經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)成立后，堅(jiān)持科學(xué)的發(fā)展觀，走可持續(xù)發(fā)展戰(zhàn)略，把環(huán)境保護(hù)和優(yōu)化環(huán)境放在優(yōu)先發(fā)展的位置，千方百計(jì)為投資者營(yíng)造舒適的創(chuàng)業(yè)、居住環(huán)境。他們積極實(shí)施“中心起步，扇形輻射、滾動(dòng)發(fā)展”的建設(shè)思路，實(shí)行“大配套一步到位，小配套圍繞項(xiàng)目集中進(jìn)行”的原則，把彈性規(guī)劃理論和數(shù)學(xué)坐標(biāo)系原理作為整個(gè)環(huán)境建設(shè)和基礎(chǔ)設(shè)施的構(gòu)想和總綱，將經(jīng)緯分明、功能獨(dú)立的多個(gè)小區(qū)的連接點(diǎn)作為中心點(diǎn)，集中力量呈扇形向外延伸。此舉使得環(huán)境建設(shè)項(xiàng)目布點(diǎn)高度集中，且互為照應(yīng)，有效避免了重復(fù)建設(shè)、濫鋪攤子、戰(zhàn)線漫長(zhǎng)以及小而全、雜而亂的局面，威海開(kāi)發(fā)區(qū)的環(huán)境建設(shè)走出了一條具有威海特色的路子。11年來(lái)，威海經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)先后建成交通、通訊、能源和污水處理等重點(diǎn)工程80多項(xiàng),市區(qū)兩級(jí)累計(jì)用于基礎(chǔ)設(shè)施建設(shè)資金達(dá)120多億元，修建主干道22條,路基全長(zhǎng)120公里,油路面積150萬(wàn)平方米,鋪設(shè)供水、污水、暖氣等各種管線50萬(wàn)米，區(qū)內(nèi)20平方公里實(shí)現(xiàn)了水、電、氣、暖、通訊等“七通一平”，初步營(yíng)造出了“山在海中，城在山中，樓在林中，人在綠中”的居住環(huán)境。
　　威海經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)對(duì)環(huán)境的保護(hù)幾乎到了苛刻的地步。盡管開(kāi)發(fā)區(qū)的招商引資任務(wù)很重，但開(kāi)發(fā)區(qū)決策層有一條底線――堅(jiān)持引進(jìn)“高科技含量、高創(chuàng)匯、高附加值、無(wú)污染”的工業(yè)項(xiàng)目，絕不走“先污染后治理”的老路。11年來(lái)，威海開(kāi)發(fā)區(qū)共拒絕高達(dá)3.5億美元的污染項(xiàng)目進(jìn)區(qū)。在防污染的同時(shí)，他們還積極美化、優(yōu)化環(huán)境，先后建成公共綠地、居住綠地120多公頃，全區(qū)形成了以道路綠化為網(wǎng)絡(luò)、以小區(qū)庭院綠化為依托、以公園廣場(chǎng)綠化為點(diǎn)綴的點(diǎn)線面相結(jié)合的現(xiàn)代城市綠化格局。在環(huán)境保護(hù)上，累計(jì)投資3億多元購(gòu)置環(huán)保設(shè)施，使區(qū)內(nèi)的工業(yè)廢料和生活垃圾無(wú)害化處理率達(dá)100%，區(qū)內(nèi)大氣環(huán)境質(zhì)量、地表水及近海海域水質(zhì)一直保持在國(guó)家一級(jí)以上標(biāo)準(zhǔn)。
　　為進(jìn)一步優(yōu)化投資、居住環(huán)境，威海開(kāi)發(fā)區(qū)投巨資興建了占地200公頃的海上公園，美輪美奐的海上公園已成為威海市一道獨(dú)具魅力的風(fēng)景，旅游旺季每天接待游客上萬(wàn)人次，海上公園被評(píng)為全省新建三大優(yōu)秀園林之一。建區(qū)以來(lái)，全區(qū)累計(jì)開(kāi)發(fā)房地產(chǎn)面積330萬(wàn)平方米，僅皇冠社區(qū)內(nèi)就擁有慶威花園、昆侖花園、芙蓉花園、明珠花園、金海灣花園等8個(gè)新穎別致的生活小區(qū)。皇冠花園生活小區(qū)先后被國(guó)家建設(shè)部評(píng)為“全國(guó)城市物業(yè)管理優(yōu)秀住宅小區(qū)”和“全國(guó)城市物業(yè)管理優(yōu)秀示范住宅小區(qū)”。2001年，皇冠生活小區(qū)又被中央文明辦和國(guó)家民政部評(píng)為“全國(guó)創(chuàng)建文明社區(qū)示范點(diǎn)”。2002年，開(kāi)發(fā)區(qū)又投巨資興建了奇石苑，改造了九龍河，美化綠化青島路，使開(kāi)發(fā)區(qū)投資環(huán)境和居住環(huán)境進(jìn)一步優(yōu)化。今年3月，威海開(kāi)發(fā)區(qū)又與香港聯(lián)達(dá)國(guó)際投資有限公司達(dá)成合作意向，由香港聯(lián)達(dá)國(guó)際投資有限公司投資18億元，用3到5年時(shí)間，在區(qū)內(nèi)建設(shè)一座占地20公頃的國(guó)際旅游風(fēng)情購(gòu)物樂(lè)園，該項(xiàng)目是威海市目前最大的外資商業(yè)項(xiàng)目，建成后將進(jìn)一步提升威海市的商業(yè)和旅游品位及城市形象。
　　如今，漫步在威海開(kāi)發(fā)區(qū)的黃金海岸，碧海藍(lán)天的自然風(fēng)光、白墻紅瓦的林立樓群、花紅柳綠的公園廣場(chǎng)盡收眼底。這里已經(jīng)初步形成了一個(gè)功能齊全、配套完整的現(xiàn)代化、生態(tài)化和海濱花園式的新城區(qū)。
　　
　　E Ever since it was established, the Weihai Economic and Technological Development Zone (WETDZ) has given priorities to the protection and improvement of the environment with a view to providing pleasant and comfortable working and living conditions for investors and their employees. Based on the independent quarters with its scope, WETDZ has tried its best to avoid repeated construction, which created a special way with its own characteristics in improving the environment.
　　While attaching great importance to attracting outside investment, WETDZ is very strict with its requirements concerning environmental protection. WETDZ welcomes investment projects with hi-tech features that can turn over high added-value returns. However, if it is projected that these projects would create too much pollution, WETDZ would absolutely reject their application. Over the past 12 years, WETDZ has rejected such projects worth some 350 million US dollars.
　　While preventing pollution on the one hand, WETDZ energetically strives to improve the environment through afforestation on the other. Thus far, throughout WETDZ, an area of 120 hectares of green land have been reclaimed, producing a garden-style place for people working and living here. Moreover, WETDZ has continuously invested more than 300 million yuan in purchasing environmental-protection equipment to safely process industrial waste materials and reduce airborne particulates through various treatment technologies. Within WETDZ, the quality of air, surface water, and offshore seawater can all rank according to “Grade One” national standards.
　　In order to improving the investment and living environment, WETDZ has invested large amounts of cash in constructing a coastal park, which covers an area of 200 hectares and has now become a major scenic and recreational spot in WETDZ. During the peak season for tourism, the park receives as many as 10,000 tourists daily. In addition, the coastal park has been chosen as one of the three most excellent new parks throughout Shandong Province.
　　Ever since it was established, WETDZ has also been involved in the development of real estate. Up to now, a total area of 3.3 million square meters of real estate has been developed. In 2002, WETDZ invested tremendous amounts of funds in transforming the Jiulong River and repaving the Qingdao Road, greatly improving the living environment and transportation facilities. In March this year, WETDZ concluded an inclination agreement with Hong Kong Lianda International Investment Co., Ltd., by which, in three to five years, Lianda will invest 1.8 billion yuan in constructing an international tourism and shopping park within WETDZ.
