[摘要]推進(jìn)中藥材產(chǎn)業(yè)扶貧，是貫徹落實(shí)中央重大戰(zhàn)略部署的重要舉措。我國的貧困縣絕大部分都是分布在14個(gè)集中連片貧困地區(qū)，這些地區(qū)由于生產(chǎn)生活條件惡劣，農(nóng)林牧業(yè)的生產(chǎn)效益非常低下，僅靠生態(tài)補(bǔ)償或傳統(tǒng)農(nóng)業(yè)難以脫貧致富，中藥材產(chǎn)業(yè)是我國農(nóng)村貧困人口脫貧增收的重要途徑。為推進(jìn)國家中醫(yī)藥管理局和國務(wù)院扶貧辦等5部門聯(lián)合印發(fā)《中藥材產(chǎn)業(yè)扶貧行動(dòng)計(jì)劃（2017—2020年）》的實(shí)施，因地制宜的指導(dǎo)和規(guī)劃中藥材生產(chǎn)實(shí)踐，促進(jìn)中藥材產(chǎn)業(yè)扶貧相關(guān)工作向最佳生產(chǎn)區(qū)域集中，該文基于貧困地區(qū)的相關(guān)數(shù)據(jù)資料，對具有優(yōu)先開展中藥材產(chǎn)業(yè)扶貧條件的區(qū)域進(jìn)行劃分，并在宏觀層面對貧困地區(qū)可種植的中藥材名錄進(jìn)行分析整理。結(jié)果顯示：國家級貧困縣和集中連片貧困地區(qū)涉及的縣中至少有10%以上的貧困縣，已經(jīng)有很好的中藥材產(chǎn)業(yè)基礎(chǔ)，是中藥材產(chǎn)業(yè)扶貧的重點(diǎn)優(yōu)先區(qū)域；有53%的貧困縣，具有一定的發(fā)展中藥材產(chǎn)業(yè)扶貧條件，需要加強(qiáng)相關(guān)工作拓展中藥材產(chǎn)業(yè)扶貧的基礎(chǔ)和能力；有37%的貧困縣發(fā)展中藥材產(chǎn)業(yè)扶貧的基礎(chǔ)條件較弱。建議：先期重點(diǎn)優(yōu)先考慮，已經(jīng)有很好中藥材產(chǎn)業(yè)基礎(chǔ)的縣，通過近百個(gè)重點(diǎn)優(yōu)先發(fā)展的縣，帶動(dòng)其他有條件的貧困縣，實(shí)施好《中藥材產(chǎn)業(yè)扶貧行動(dòng)計(jì)劃》。
