對于興奮劑，山東各方早就拉響警笛。第十一屆全運(yùn)會堅(jiān)持“零容忍”的態(tài)度，嚴(yán)令禁止，嚴(yán)格檢查，嚴(yán)肅處理，加大反興奮劑工作力度。各參賽單位也紛紛響應(yīng)，并簽署了第十一屆全運(yùn)會《賽風(fēng)賽紀(jì)和反興奮劑責(zé)任書》。
　　
　　國家體育總局特出臺《第十一屆全運(yùn)會興奮劑違規(guī)處罰辦法》,對發(fā)生陽性或其他興奮劑違規(guī)行為的運(yùn)動員、教練員,將給予禁賽4年的處罰,并禁止其參加下一屆全運(yùn)會。對于所屬單位，將根據(jù)情況、情節(jié)與責(zé)任，給予取消十一運(yùn)會道德風(fēng)尚獎(jiǎng)評選資格、取消中國奧委會2009年度一切獎(jiǎng)勵(lì)、取消該單位主要領(lǐng)導(dǎo)在相應(yīng)運(yùn)動項(xiàng)目協(xié)會擔(dān)任的領(lǐng)導(dǎo)職務(wù)，以及全國體育系統(tǒng)內(nèi)通報(bào)批評、通報(bào)代表團(tuán)所屬上級政府主管部門等嚴(yán)厲處罰。
　　北京奧運(yùn)會前，國際反興奮劑機(jī)構(gòu)已在興奮劑控測手段上實(shí)現(xiàn)了重大突破，北京奧運(yùn)會期間全面采用了這些新的檢測技術(shù)，十一運(yùn)也將采用這些新的檢測技術(shù)。
　　十一運(yùn)的興奮劑檢測數(shù)量將超過2000例，比在江蘇舉行的十運(yùn)會增加15%，在此基礎(chǔ)上,還將開展覆蓋面較大的隨機(jī)檢查,提高賽外檢查的針對性和有效性,加大賽外檢查力度。
　　興奮劑的檢測室也嚴(yán)密把關(guān)，滴水不漏。尿檢室是興奮劑檢測站的核心區(qū)域，尿檢室的三面墻上都貼著一人多高的鏡子，運(yùn)動員取尿樣時(shí)的一舉一動，都逃不過興奮劑檢查官的眼睛。血檢室和候檢室都安裝監(jiān)視探頭，確保興奮劑檢測樣本的安全。
　　興奮劑檢查官都由國家體育總局親自委派。血檢以及尿檢所使用的一些高科技設(shè)備，也是從北京運(yùn)來的。
　　工作人員嚴(yán)格把關(guān)，檢測樣本專車送京。運(yùn)動員的尿樣，要送到北京的興奮劑檢測中心進(jìn)行檢驗(yàn)；血檢的樣本，則會送到濟(jì)南進(jìn)行檢測。全運(yùn)會期間，國家興奮劑檢測中心攜帶相關(guān)檢測設(shè)備在濟(jì)南設(shè)立一個(gè)檢測室，專門對全運(yùn)會的血檢樣本進(jìn)行檢測。
　　為了防止在運(yùn)輸途中發(fā)生意外，所有運(yùn)送興奮劑檢測樣本的專車，都會有公安人員和專業(yè)的興奮劑樣本護(hù)送員進(jìn)行沿途押運(yùn)，以確保安全。

　　According to the medical theory, the use of doping is extremely harmful to humans both physically and mentally, and this has been proven. Most people, including the athletes, are clearly aware of the adverse effects of doping, which is similar to using drugs. The abuse of doping is very harmful.
　　Shandong has been keeping alert about doping. Drawing on the experience of the anti-doping work of the Beijing Olympic Games, the 11th National Games will maintain a “zero tolerance” attitude to doping. Through strict prohibition, strict checking, and strict treatment, the 11th National Games will thoroughly prevent the use of doping.
