《城投公司總經(jīng)理述職述廉報(bào)告.doc》 城投公司總經(jīng)理述職述廉報(bào)告 2011 年 7 月 24 日進(jìn)入**市城市建設(shè)投資有限公司擔(dān)任總經(jīng)理一職以來(lái)，主要負(fù)責(zé)總公司經(jīng)營(yíng)工作及各子公司經(jīng)營(yíng)管理工作。在市委、市政府及董事會(huì)的正確領(lǐng)導(dǎo)下，我結(jié)合公司實(shí)際情況，圍繞市政府下達(dá)的具體目標(biāo)，不斷創(chuàng)新工作方法，強(qiáng)化落實(shí)，較好地完成下達(dá)的各項(xiàng)目標(biāo)任務(wù)。

�。ㄒ唬╉�(xiàng)目建設(shè)工作 全年，我們共完成項(xiàng)目建設(shè)投資 19.212 億元，承擔(dān)建設(shè)項(xiàng)目 10 個(gè)，代建項(xiàng)目 5 個(gè)。

　1、加快推進(jìn)景區(qū)龍頭項(xiàng)目建設(shè)。該項(xiàng)目位于**市老城區(qū)以南,總占地面積約 65 公頃，仿古建筑面積約 30 萬(wàn)元平方米，總投資 40 億元。目前已完成了景區(qū) 900 多畝規(guī)劃設(shè)計(jì)方案；完成對(duì) 14 家古建筑施工隊(duì)伍考察比選。計(jì)劃 12 月 30 日舉行開(kāi)工儀式，春節(jié)后破土動(dòng)工，2012 年 9 月份核心景區(qū)開(kāi)園。

　2、加快推進(jìn)百萬(wàn)平米保障性住房建設(shè)工作。目前，市城投公司在手危舊片區(qū)改造工程主要有 4 個(gè)：一是完成閱湖花園一期 6 萬(wàn)平方的保障性住房建設(shè)，建成房屋 308 套（其中 201套用于拆遷安置，107 套用于廉租房、公租房等）；完成 20萬(wàn)平方閱湖花園二期主體建設(shè)，相關(guān)配套工程已進(jìn)場(chǎng)施工，

　計(jì)劃明年 5 月份交付使用；完成三期 20 萬(wàn)平方樁基工程，土建單位已經(jīng)進(jìn)場(chǎng)，計(jì)劃春節(jié)前完成基礎(chǔ)工程。二是啟動(dòng)總投資 9 億元，總建設(shè)面積 26 萬(wàn)㎡隆城香堤保障房項(xiàng)目，目前勘測(cè)單位已進(jìn)場(chǎng)；三是啟動(dòng)總投資 7 億元、總建筑面積 26萬(wàn)㎡的隆城盤谷保障性住房項(xiàng)目建 7 億元、總建筑面積 25萬(wàn)㎡的隆城頤和保障性住房項(xiàng)目建設(shè)，目前已完成初步方案設(shè)計(jì)，正在辦理前期相關(guān)手續(xù)；五是完成隆城府邸一期項(xiàng)目主體工程建設(shè)，完成二期工程樁基施工。

　3、加快推進(jìn)代建項(xiàng)目建設(shè)工作。目前商務(wù)寫字樓 1、2、3、5 號(hào)樓內(nèi)裝已進(jìn)場(chǎng)，外墻保溫材料正在安裝，計(jì)劃明年 5 月份交付使用。勞動(dòng)技校工程已基本完成，市委黨校、海關(guān)國(guó)檢綜合樓、未成年人實(shí)踐基地已交付使用。

　1、公司及子公司增資情況：一是市城投公司完成注冊(cè)資本增資至 22 億元，景城建材公司注冊(cè)資本增資至 8000 萬(wàn)元；二是出資 3 億元與市國(guó)豐公司共同注冊(cè)成立江蘇西楚旅游文化發(fā)展有限公司。

　2、完成融資情況：一是國(guó)開(kāi)行 4.8 億貸款已放款 3.4 億元,實(shí)際提款 3.22 億元;二是積極與市工行、中行、建行、江蘇銀行等聯(lián)系，年度爭(zhēng)取新增貸款 15350 萬(wàn)元；三是已使用閱湖花園門面房及“天之水”會(huì)所用房抵押，向工行辦理貸款5000 萬(wàn)元；四是包裝項(xiàng)里危舊片區(qū)及雄壯河灣改造項(xiàng)目，向國(guó)開(kāi)行申請(qǐng) 5.8 億元貸款，目前可研報(bào)告已完成并報(bào)國(guó)開(kāi)行

　審核，前期手續(xù)正在辦理。

　3、土地收儲(chǔ)情況：一是 9 月 16 日，公司完成了項(xiàng)里片區(qū) 163畝土地、雪峰公園南側(cè) 50 畝及幸福新城商業(yè)用地 51.9 畝三塊土地摘牌工作，收儲(chǔ)土地合計(jì) 264 畝；二是 11 月 15 日，公司通過(guò)公開(kāi)競(jìng)拍，取得項(xiàng)里景區(qū)等七宗地塊土地使用權(quán)，收儲(chǔ)面積 610 畝，全年完成土地收儲(chǔ) 874 畝。

　4、債券發(fā)行情況：債券發(fā)行工作按市領(lǐng)導(dǎo)要求進(jìn)度順利開(kāi)展，已基本完成各項(xiàng)準(zhǔn)備工作。已完成 10 宗地塊的摘牌工作，3 億元公房資產(chǎn)產(chǎn)權(quán)已劃入我公司，公司凈資產(chǎn)已達(dá) 32億元，公司注冊(cè)資本已增至 22 億元。元旦前后可完成審計(jì)工作，近期可完成評(píng)級(jí)，所有資料確保春節(jié)前上報(bào)省發(fā)改委。

　一是公司架構(gòu)調(diào)整。根據(jù)項(xiàng)目建設(shè)需要，公司成立了項(xiàng)里片區(qū)項(xiàng)目部、幸福新城項(xiàng)目部、隆城府邸項(xiàng)目部、代建部，建立項(xiàng)目經(jīng)理制；成立了公司總工辦，專門負(fù)責(zé)工程技術(shù)，扎口管理項(xiàng)目設(shè)計(jì)、手續(xù)辦理、工程建設(shè)等。二是做大做強(qiáng)子公司。完成對(duì)景城建材增資至 8000 萬(wàn)，進(jìn)一步拓展了公司業(yè)務(wù)；完成了鼎城建設(shè)資質(zhì)二級(jí)資質(zhì)審辦，充實(shí)了公司人員，促進(jìn)公司實(shí)體運(yùn)作；加強(qiáng)了隆城置業(yè)公司業(yè)務(wù)量，提高了公司水平。三是與市國(guó)豐公司共同出資，成立了江蘇西楚旅游文化發(fā)展有限公司，拓寬了公司業(yè)務(wù)范圍。

　進(jìn)一步梳理了管理流程，完善了管理制度。一是對(duì)公司制度進(jìn)行梳理，查漏補(bǔ)缺，并對(duì)相關(guān)制度進(jìn)行了完善，形成了以

　制度激勵(lì)人、管理人，以制度督促事、管理事。二是完成了對(duì)公司管理流程再造，對(duì)工程招投標(biāo)、工程物資采購(gòu)、合同簽訂、工程款支付、費(fèi)用開(kāi)支、重大事項(xiàng)審批、資金收付、人員招聘等，每個(gè)環(huán)節(jié)均納入監(jiān)管范圍和監(jiān)督內(nèi)容，實(shí)施全過(guò)程監(jiān)管，做到監(jiān)管工作全覆蓋，不留死角。三是建全財(cái)務(wù)制度、招投標(biāo)制度。公司制定了嚴(yán)格的財(cái)務(wù)制度、招投標(biāo)制度，加強(qiáng)了對(duì)子公司的監(jiān)督管理，加強(qiáng)了對(duì)固定資產(chǎn)、低值易耗品、廢舊物回收、利用的管理。
